To buy this item you need 名望 lvl 36.
You get renown by doing your Covenant Campaign and by doing 2 weekly quests in your Covenant Hall.

Bought the Item and Used the item, it did not apply to my wardrobe to select to put on my wep. Hopefully it gets fixed.

It seems, at this point in time, this is only available to Kyrian Covenant Characters and cannot be Transmogged onto weapons if you are not Kyrian

Really not worth the Anima cost. If you're looking for a similar effect I recommend 幻象：虔诚之魂 it's pretty much the same Illusion and it only costs gold and everyone can get it

I recently purchased this Illusion and now it has a lot of purple effects on the weapon, along with the blue lines of anima and the ghostly look. I wasn't able to find any patch notes stating the effect had changed.

幻象：超然之魂 actually makes your weapon transcendent. You can 'see through' it after applying the enchant.

You can now use transmogs from any the covenants regardless of which one you are aligned to as long you are at 80 Renown with that covenant that the respective transmog belongs to, normally you do not need to have that covenant active but for these "elite" enchants, it must be your currently active covenant to apply the transmog. You can switch out afterwards and the transmog will remain applied to your weapon.

The 4 enchants are:
幻象：荒野之魂, 幻象：不破决心, 幻象：超然之魂 & 幻象：罪孽之怒.
