This is part of Tier 2 PVE Raid Set 审判 .All part of the set can by looted in 黑翼之巢 lvl 60 raid , which can be found at the very height of 黑石塔 in 黑石山

Set contains :
审判腰带 dropped by 堕落的瓦拉斯塔兹 - 24% drop chance,
审判束腕 dropped by 狂野的拉佐格尔 - 23% ,
审判胸甲 dropped by 奈法利安 - 22% ,
审判头冠 dropped by 奈法利安 - 12% ,
审判护手 dropped by 弗莱格尔,埃博诺克,费尔默-9% each,
审判腿铠 dropped by 拉格纳罗斯 - 20% ,
审判马靴 dropped by 勒什雷尔 - 24% ,

this is like a 3% drop rate or something, this is like the 12th fkn run ive done and still no drop...
its like blizzard doesnt want us to get it or something -.-

To anyone who is frustrated in their attempts to find this, don't give up. A little patience is all it takes.

I've been going to the place every week for three months trying to get the whole set, and the chest-piece seemed the most elusive, but I finally got it today.

Judgment Breastplate finally dropped wednesday the 3rd of april, 2019, after 15 months.
Just to give you an example how a 20% dropchance can differ in luck. I started doing BWL and MC January 2018 to collect paladin tier 1 & 2. Meanwhile, I was farming other mounts//transmogs and in the same timespan while I waited for this chest to drop, I got:

- Mimiron's Head
- Son of Galleon's Saddle
- G.M.O.D
- Smoldering Ember Wyrm - Took me 1 month farming it solo (20% droprate)
- Purple tier 2 - Took me ~10 days since the pieces drops on both hc and normal.
- Val'Anyr, Hammer of Ancient Kings
- Winter Catalog
- Argussy Up
- Black is the new Black
- Mogg-Saron
- Wild Style
- Don't Warfront Me
- Thunderwear
- Azeroth's Next Top Model
