I cannot seem to get any of these books to actually work on the beta as of today. Regardless of the order of operations that I follow, using the book does not restore anything currently. Bug reported, but I hope this changes as the game is about to go live soon :P

these items are only to help with old quests and just restores what is needed to get quests done.
skill level is still a regrind if you want it all back.

There are books like this for Legion and Battle for Azeroth as there were certain skills that
were learned through quests. Since the quests were not repeatable these books were added
to restore skills granted from completed quests. These are not intended to restore profession
levels or any other recipes other than those learned from the none repeatable quests.

so if you bought some expensive recipes or patterns, you might not want to do it.
