You can get 浸水的藏宝图 by killing Freehold pirates.
Map will give you some clues on where to find the treasure chest, you can only see it if you have found the map.

Chest is located in Tiragarde Sound near The Whale's Belly on Kul Tiras Isle at 54.99 46.08.
You can find it underwater north of Vigil Hill near the sunken ship and the dive bar.

浸水的藏宝图 drops from pirates at Freehold Island.
Drop rate isnt big enough, so it takes time to find the map.
I killed mobs near 酒保比尔 spot and spend around 5 minutes to get it.
After looting the map chest mark will be visible on minimap, if get close.

浸水的藏宝图 chest can be found at 55.0 46.1, under the water near drowned ship.

Once you find the treasure chest it contains:
180-210g, 10-25 war resources, 1-2 random greys.

After about 2 hours of farming for this item, I gave up to return another time. I continued with the other treasures and rares in the zone and I was really surprised this dropped from one of the rares in Anglepoint Wharf. To be specific, I received this item from 温特塞尔船长, who is in the cave at 38.75, 21.89!

Coordinates: 55.0, 46.1 - 浸水的藏宝图 - Underwater, rather central to the map, not far from shore
Coordinates: 90.6, 75.6 - 泛黄的藏宝图 - The Wailing Tideway - Near the Shipwreck Cave, east of the Freehold, far right of the map on the beach
Coordinates: 29.3, 25.3 - 正在褪色的藏宝图 - Krakenbane Cove, west of the Anglepoint Wharf on a small island
Coordinates: 49.0, 37.7 - 烧焦的藏宝图 - Fogcliff Strand, south on the beach of Norwington Estate

To get to the treasures, you must kill pirates in the Freehold. Farm all four treasure maps. Then you can go to the treasure chests and grab the treasure. :-)

If you stand on the rock outcrop off the northwestern-most corner of the main part of Tiragarde sound, the treasure chest location can be seen on your minimap.

I was unable to find the faded and singed map, but it turns out I had actually looted them previously.

if you want to see which chests you have looted, instead of looking up the Treasures of Tiragarde Sound achievement you can run this instead:
