Can be found in the house of the <Crazy Cat Lady> 凯瑟琳·摩根, in Central Boralus.

The house is on the right hand side of the largest island, about mid-way between the southern tip and the bridge leading to the gate island.

Look for 'Babar', the cat, out the front.

Her house has so many cats sitting on chairs, watching Pepe, eating fish, playing, and more!

Pepe is located in the fish tank inside Catty Cathy's house. It is located in Boralus at 55, 72.
If you're horde you'll want to be on either a stealth class, one with some sort of stealth ability, or you'll have to fight your way through.

And here lies a big issue...I just went on my horde druid to get dive helmet....sneaked in all way to the house got inside and click on dive helmet....the NPC cat lady didn't even brother me and she was pvp red to me...I sneaked back out.....got on my ally Druid and went for the tiki mask...made it all way into the Hot House and got on vase too click ..then the NPC drink vendor started too attack me and I had too made bee line dash out of the gates but died just after getting out....how come its very easy for Horde but Alliance has too face that many hostile NPC's..these are kind of issues that tend too piss off the Alliance...

Now that flying has been unlocked it's easy enough to fly down and enter the building, click the pepe and go out to fly away again as horde.
