To get this recipe if you have not done Azsuna yet, you need to go to Illidari Stand and accept quest from Archmage Khadgar. This will lead to a quest "From Within", taking you to Faronaar. You need to complete this quest chain in Faronaar to to get the quest "Journey to the Repose". Then complete that chain to unlock this quest.

NB. If this is your first toon don't worry as you have to get Friendly in all factions to proceed at level 110 anyway so you may as well do this chain.

How to get:
Reward from 调酒魔导师.To unlock this quest you have to do the Azsuna questchain down to 法罗迪斯王子.
Starting with 前往阿苏纳 -> 投身战场. This will lead you to Illidari stand followed by 恶魔之魂, 激活结界 , 夺魂之镰, 从内部瓦解, ] -> 黑暗启示, 栖地之旅, 古龙之陨, 阿格潘图斯, 奄奄一息, 铭记之人, 海底来客 - > 法罗迪斯王子.
Congratulations you can now accept 调酒魔导师 to get 食谱：法罗纳尔气泡酒.
