The seeds give one Starlight Rose per seed. They have a chance to proc and give you another seed as well as spawn a Withered Hungerer.

To get these and any other than felwort seeds, you need the rank 3 felwort perk. Rank 3 felwort is obtained by getting rank 2 or higher in all herbs, and then completing a quest involving the slaying of Cenarius in the Emerald Nightmare raid instance. This quest is instantly available in New Dalaran herb HQ when you are a fully rank 2+ herbalist.
In my experience, drop rate of seeds seem to be around 10% per node regardless of herb type.

There is also a place to plant the seeds near the 2nd pond north of the Felblaze Ingress flightmaster in Azsuna.

Irongrove Retreat in Suramar
By the letters "Rius" in Val'sharah, by the Grove of Cenarius, Val'sharah.
Runewood in Stormheim
Ironhorn Enclave in Highmountain

The seed will grow in roughly 30 seconds and can be picked by any Herbalist so be careful when you choose to plant it.

It's simply mind-blowing that these sell for 500 to 1200 gold on the AH. They have no better chance of giving you anything extra than picking a regular herb, and can't be used in any recipe. So the best you could hope for is one herb and possibly up to 6 others if a withered jumps out. At the most on a good day it could net about 490g worth of herbs (on my server) with good RNG, which usually isn't. Astounding...I actually did sell some for 600 each today and could not believe people bought them.

Note: When you plant these, they quickly become ready to pick and can be picked by any herbalist. They will show up on the minimap if enabled; so don't plant and leave, or plant a lot and leave unattended for any period or they will be snagged by others.
Also: You can only see the nodes if you have an eligible seed in your bags; the seeds in your bank/reagent bank will not work anymore.
