These Garrison Outpost Assembly Notes are only received as quest rewards. They are awarded upon the completion of a quest chain associated with the building of an Outpost (in Spires of Arak and Gorgrond for certain), which is received after you determine the type of Outpost that you wish to build in each relevant zone.

金凯德·加科布 is the alliance Blueprints Trader that will trade you a Medium or Small plot Level 2 Garrison Blueprint for your assembly notes. She is located right beside the flight master in Stormshield.

Medium blueprints cost 1k gold and the small ones only cost 750 gold, when you choose to buy them later.

You only get two of these, (one from finishing your Outpost Quest line in Spires of Arak and one from finishing your Outpost Quest line in Gorgrond)

So, you should use this to buy the Level 2 plans for the two medium buildings you plan to use to be most efficient with gold.

If you just want to spend gold to get your blueprints, in my level 2 Garrison has a Gnome named Sparz Boltwist next to the architects table. They are purchasable after leveling to 96 or building your Talador Outpost.

make sure you buy the right blueprint, if you buy the wrong one you cant get your notes back from the vendor, all you get is 750g

Can someone help me? I exchanged Outpost Building Assembly Notes for the level 2 plans for lumber mill, I used the item in Stormshield expecting that my lumber mill in my garrison will automatically be level 2 but when I tried to take timber from a tree I got the message that this requires lumber mill level 2, so now I'm confused,. Did I waste my level 2 lumber mill plans when I didn't use the item in my own garrison? Thanks in advance.

If you don't need these, you can sell them back to the vendor for 1,000 gold

I'm level 94 and my Garrison is in Frostfire Ridge region, Frostwolf Garrison.
Seems that I can't find a way to trade this item for a free upgrade. My blueprint's vendor goblin (Rezlak) just have money-based items and I cannot sell this item for any amount of gold.

I'm clearly missing something. Can someone help?

Copy and paste the following code into chat to report which of the four Horde quests you've completed.

You should see two quests report true and two report false. You are eligible to complete one quest each in Spires of Arak and Gorgrond, based on which outpost building you chose. If you don't see two report true, then you missed a quest chain.

I just deleted my 2nd copy of this. Don't see anything about deleting extra copies for bag/bank space, so added this comment. Please let me know if anyone sees anything wrong with this, otherwise, for those looking for this info, I deleted.
p.s. I always get nervous when it says "type DELETE in caps".

For a temporary 250g profit, you can take a 1000g plan and sell it in exchange for 750g plan. You will need to unlock the ones you want to use eventually though.

There are other things like this posted already, but I feel this is a bit easier to read when the values are returned. It is split by zone, and then type of outpost you can build at each. You will then have to track down what quests/quest lines you need to finish to get to that final one.

I don't know what the deal is, but mine have this title and no sell price. The lady next to the flight master in Ashran won't accept these in trade for B-prints. It's a blue titled item. Don't know what to do with them....

If you've boosted your character to max level in Legion, most of your Garrison stuff are upgraded, therefore rendering these notes useless.

Currently they have no sell price. If you purchase a blueprint with one, then refund it, you will get this item back, not gold. If you weren't aware that you'd get a few of these from questing and upgraded your garrison buildings too quickly, well you shorted yourself some gold. The trade off being you didn't have to wait to do the quests that reward these assembly notes. If you ever decide to demolish a building to make something else, extras of these might come in handy

So, based on other comments here, this item is only used to upgrade garrison buildings. They do not have a sell price, and unfortunately if your buildings are already upgraded these are completely useless as of Shadowlands. The blueprints that you can purchase with these can also just be bought with gold, so there's really no point in keeping them in your bank or anything. Just delete them if you don't need them, it's really not much of a loss.
