This item will supposedly give you the ability to upgrade the Lumber Mill at your garrison to level 3, which would appear to be unavailable to you until acquiring this item. According to the information available right now, these will be found out in the world of Draenor.

You need to have completed this achievement AND have a level 3 garrison before the level 3 blueprints come available for sale.

In order to unlock 伐木场，3级, you must locate a 石化古树 to chop down (warning, you will have to fight him) which in turn will give you 树皮圣典. This quest item will then grant you this quest 古树的遗产 which is used to get 升级伐木场 along with placing 75 work orders at your lumber mill to get your level 3 blueprint plans for 伐木场，3级.

Weldon Barov is a follower that hangs out in your Lumber Mill and sells Spring-loaded Spike Trap.

He also gives the quest Reduction in Force, which is one of the three steps required for the achievement that unlocks your Garrison Blueprint: Lumber Mill, Level 3 (that achievement being Upgrading the Mill).

START 75 work orders at your Lumber Mill
Complete Reduction in Force (cut down lumber until Alexi Barov spawns. Kill Alexii and loot his head.)
Complete Legacy of the Ancients (which starts from a Barkskin Tome, which is dropped by a Petrified Ancient.)

FINDING WELDON BAROV :
From your searches, it is apparent that he can be found in many zones and locations. I have raised 2 characters since the expansion and raised 4 in the beta testing phase. All of my character got Barov in the same place.

Once you build a Lumber Mill and have the ability to cut down Small Timber, you can save Weldon Barov and recruit him to your garrison. It seems Weldon Barov had a tree fall upon him and he needs you to remove the Fallen Tree with your Lumber Mill skill.

It seems the Fallen Tree can be found in many places and many zones. I recommend:

/way Talador 73.7, 64.0 Weldon Barov (Fallen Tree - Requires Lumber Mill - Be Patient)

Fly to Terrokar Refuge, Talador and across the lake/river to the southeast (just a few yards) is the Fallen Tree (unsure of respawn timer). You use your lumber skill on the Fallen Tree and loot whatever item is offered and wait for Weldon Barov to appear. Eventually he will appear, you talk to him and he becomes your follower. When you return to your garrison, Weldon Barov will be standing at the front area of your Lumber Mill and offer you the quest Reduction in Force.

It took me well over a week to find this guy but I finally got lucky today. I don't know why Blizzard felt the need to make this chain so blasted annoying.

I finally came across the Fallen Log in Talador at about 73, 28. And the yellow dot on your mini map WILL say Fallen Log instead of Timber or whatever. That was something I could never find a clear answer for anywhere so I wanted to make sure to mention it in case anyone else was like me and wondering if they were just missing something. :)

He's totally random in his spawning point but after trying out a lot of the ones posted across Draenor I finally got lucky. Good luck!

I bumbled my way thru this line of quests which I came upon by accident. I am so happy I can now get a lvl 3 mill, but one thing I will add to this, it is a bit misleading that the lvl 3 blueprint is a reward. I kept searching my bag, checking my mail, talking to the morons in the mill, where did it go? Not like the other blueprint reward quests where you get the plans. Completing this only grants the privilege of BUYING them from the greedy goblins (if horde) in your garrison.

After you've completed the level 3 mill upgrade, you will also soon obtain a follower to help boost the Lumber Mill's production.

Once you start harvesting Large Timber, 长青的菲拉克 will pop out and try to defend the tree! This will happen again, somewhat randomly, until you fight and defeat him three times. Eventually he decides to become your follower: 长青的菲拉克

At your garrison, Phylarch can be assigned to the lumber mill where he processes the trees "more humanely", and increases your mill's output.

He will also offer a dungeon quest for The Everbloom which rewards you with 一袋永茂之种 - it turns you into a powerful nature creature for one minute to attack your enemies. He also sells refills on that pouch if you use it up.

维尔顿·巴罗夫(Alliance), or 阿莱克斯·巴罗夫 (Horde), is a follower that hangs out in your Lumber Mill and sells 弹簧尖刺陷阱. Followers and NPCs often share the same name, and most that we acquire from the world have a special identity (NPC ID Number). In this case, you would find the follower listed as Weldon Barov, Alexi Barov, or even as ... Weldon Barov - Alexi Barov which is the combined Alliance - Horde followers that share the same functions.

It is 维尔顿·巴罗夫(Alliance), or 阿莱克斯·巴罗夫 (Horde), that sells 弹簧尖刺陷阱; and gives the quest 强制缩编/强制缩编, which is one of the three steps required for 升级伐木场 that enables you to purchase 伐木场，3级.

#1. START 75 work orders at your Lumber Mill

#2. Complete 强制缩编 (Alliance) or 强制缩编 (Horde)
- cut down lumber until 阿莱克斯·巴罗夫 spawns, with his "band of brothers", or 维尔顿·巴罗夫 spawns with his gnome harem. Kill 阿莱克斯·巴罗夫/维尔顿·巴罗夫 and loot /阿莱克斯·巴罗夫的徽记. They do not really spawn after you cut the tree down like the other mobs involved in these quests. You will simply see a dot for the tree you want to chop down, but when you arrive, the tree will not gear up with the sawblade cursor, and there will be a little group of hostile mobs surrounding it. You may not be able to target them immediately, but when you are close enough and they are in the mood, they will assault you and you can then kill them.

#3. Complete 古树的遗产 which starts from a 树皮圣典, dropped by a 石化古树.

倒下的树木 can be found in many places and many zones. I have raised 2 characters since the expansion and raised 4 in the beta testing phase. All of my Alliance characters found the 倒下的树木 got Weldon Barov in the same place. I went there with my Horde character and there was nothing. Perhaps it is totally random or changes ever so often. In which case my Alliance characters could have won the lottery with the odds against that happening.

Fly to Exarch's Refuge, Talador where all the questing is done for the "Tomb of Lights". Norhtwest of the "Tomb of Lights" is a small body of water with a bridge going over it. Just at the edge of the southwest side of the bridge in the grass was the 倒下的树木. Use 初级伐木 (or 中级伐木) on the 倒下的树木 (the sawblade cursor will appear, and 倒下的树木 shows on the minimap just as 小型木料 does). Loot whatever item is offered -- THEN WAIT for 维尔顿·巴罗夫 to appear. Eventually he will appear, and you talk to him. You will complete 巴罗夫实业集团的兴亡：维尔顿·巴罗夫 to get 追随者：维尔顿·巴罗夫 . Weldon Barov is now one of your Followers. When you return to your garrison, 维尔顿·巴罗夫 will be standing at the front area of your Lumber Mill, offering you 强制缩编.

I personally don't believe a lumber mill even compares to the value of a barn.

Phylarch didn't spawn for me when I was on my mount and harvesting trees (stables bonus as well as Nagrand). I harvested many trees in many zones with no Phylarch. By accident I was off my mount and it worked. The next two Large Trees I harvested (no longer mounted) Phylarch popped right out.

I didn't research this at all. So, I hope this helps.
