Is the drop for this thing seasonal? I've been farming this guy for the drop, at least 100 kills and never seen it yet. It's the last one I need for the achievement.

After farming this rare for 2 weeks, I can confirm that the respawn time is 5-7 minutes. The drop rate is pretty low for the toy as I have killed him on multiple toons (10) in 1 day and get nothing. Recently, probably due to the Winter Veil, this and the other 2 rares in this area that drop the toy have been heavily farmed. I always invite whoever is there so that we can all get a hit and a chance for the toy to drop. Happy Farming!
