Hemet and Addie Fizzlebog are recruitable after completing the quest requiring 5 Unseen Path/Protector missions as part of your Order Hall campaign. You also have to do their quest chain in High mountain.

While assigned as a Combat Ally Hemet only appears when using his ability 那是我的！., but he will get ~100 xp ( to upgrade his rarity and earn equipment slots) for each quest completed, and if equipped with equipment that rewards gold/resources on WQ completion you will gain the benefits.

In general I found Hemet to appear seldom, and I often killed mobs before he got his shot off, or otherwise to have no noticeable effect. In theory it would be nice if it triggers on an elite but I've yet to see it actually happen and deal lethal dmg. If you need a combat ally to help you in your adventure I'd recommend a bodyguard type combat ally like Rexxar/Addie over Hemet. Or even 伊墨瑞尔·影卫 who is similar to Hemet but you control when the free dmg ability is activated 伊墨瑞尔的突袭

On the other hand Hemet is a solid champion for completing Order Hall missions. His 王牌猎人 applies to almost all noteworthy/difficult missions and gives free success chance making 100% success obtainable as well bonus successes more likely even on missions where Marksman hunter isn't the required counter. And his ability to be assigned as a combat ally does give him an additional source of XP if no good missions are available, or if you prefer to send out your missions after completing your world quests for the day.

This guy is so OP, it's crazy. His 40% shot works on anything out in the world.
Rare world quest bosses included, so he literally hits for like 20 million in a second.

I haven't done the purple world boss world quest yet, if it works on that... lol.

Hemet Nesingwary will help you with his 那是我的！ that does 40% + his level over 100
The Strength shows 49% - 50% on Follower Level 110.

Also it's sad that his ability seems currently bugged. Sometime it does the 40% - 50% damage and sometimes Hemet shows up and does 10k follower damage (brown number) and leaves. Also sometimes his 那是我的！ has a cast and sometimes not.
Comments on 那是我的！ seem to confirm that.

As of 9/25/16, he is completely bugged as a combat ally. He does not gain XP on world quests like other combat allies, and the overwhelming majority of the time he shows up and doesn't do any appreciable damage (no where near 40%).

him not being made bodyguard combat ally is the biggest dissapointment of legion.

Dudes, don't theorize too much on this champion. I did too confused and frightened by the comments here on how you can lose the breadcrumb quests and never get this champion. Do you really believe that Blizzard will make this so unfriendly? I even raised a ticket to ask the GMs who and first time they gave me this link (lol) and the next guy told me - "just go on and do your quest". I said "f$@# it" and did the Nessingwary quests for 15 minutes and boom - 2 followers. Hemet and Addie.
