Collect 4 talon keys, free 4 arakkoa outcasts at together (you can only have a max of 4). To gain morale, kill any hostile mob you see. The outcasts also gain morale when you assist grey mobs (tagged by another player). Get 100 morale then escort them and turn them in at Outcast Darkscryer before the 5min buffs run out on any of them.

This can be a very tiring achievement.
The few pointers I can give are ...

You MUST be on the quest Assault on Skettis to do this. Getting your progress bar to 100% will result in no more keys being looted from humanoid mobs.
- Go up the hill, where the terrain goes from green to dusty and go right where you jump across the water (there should be a bird there that evade bugs but you can stay still and kill it - do this before freeing the slaves)
There will be a circle of arakkoa you can free. They are in close proximity and can be freed within a few seconds of each other - remember, you need 4.
- Kill the 'robots' just up near there. There should be around 4, with a humanoid mob and if you're lucky, a patrolling mob with a bird. Burn all cooldowns and AoE them down.
- If you pull a bird, kill it. The stacking nature DoT really hurts. To top things off, they do a flash bang when they die, disorientating you for 1.5 seconds. This, along with the Nagrand Prowler, are now candidates for most annoying mob in WoW.
- Make your way down the hill ... this is where it got annoying for me. As I was walking around there a few times, there would always be an abundance of mobs, however, whenever I started making my way down there, there would be next to none.
- I can't be certain that doing this in a group would make it go quicker.

All done from a Fury Warrior perspective - some classes may find it harder/easier to do.

You can't turn the Outcasts in after finishing your daily progress bar. Also the morale progress doesn't share with party members, however the progress bar increase does share, so if a party member turns in his / her Outcasts, you too will gain the progress (and possibly filling it entirely and causing you to finish your daily).

I looked around this area for an hour without finding the Outcast Darkscriers. Thanks to the helpful link by OP, they appear to be at 59.6,11.4 and 51.8,5.4. It would be very nice to have coordinates for the pathways to these birds!

I waited until the area was not crowded, freed the 4 Arakkoas and burnt all CDs I had to kill everything on sight.

I could make it with 40 seconds left for the buff.

if you want to do this achievement, don't bother at peak times. near impossible to do.

This is what I did:

Start at the circle of prisoners at 55.2, 8.6
Free 4 prisoners while my bodyguard+CC keeps the mobs that patrol around the circle busy so i can kill them after all 4 are free
Kill everything in the area, including the two robots that aren't moving and any birds flying by
Move up the ramp to the area with the 4 robots at 54, 9 and kill them
Double back and kill any respawns in the previous area, this should get you very close to 100
Return and go up the ramp towards 53, 8 in the direction of where the Solar Magnifier spawns and kill anything on the way
Turn them in at 51.8, 5.5. If you're not quite to 100 then detour west to grab some mobs from over there, then hightail it back over to turn them in

Major note: Do not leave the area while doing this because it resets your morale meter.

Since you're here to complete this achievement, you're probably looking at 鸟口夺鱼 as well, my suggestion is you do that one first, because the fish that drops from the birds give 60% versatility, and lasts 30 minutes, so what you could do is gather up 4 keys, go to the water at 54,10 and wait for the birds to grab the fish and kill it, then depending on how much in a hurry you are, you could wait for more birds to grab fish because the versatility buff stacks. I got 2 of them almost back to back and I was on 123% versatility, which means 123% more damage and 61.5% reduced damage taken, 一个篮子里的鸡蛋 was very easy to get after that because you can pull many more mobs, and they die a lot quicker.

Problem with this achievement is the fact that we don't have 5 min to do this. We have less since the timer starts from the moment we activate 1st, not 4th prisoner. And sometimes we cant even do that fast if someone decides to stand on top of them. Also there is a travel time between killing last mob and getting to the Darkscryer to turn them in. And the issue of RNG. Pack of robots and the birds flying around have respawn timer anywhere between 1:15 to 2:20. If you get 4 lucky spawns in a row you will do this if not better luck next time. And if you are melee good luck pulling those packs of small birds that fly around when you need them (they will always be on you when you don't need them).

On top of all that rare Solar Magnifier that should probably give 20-30% of the bar is just chilling there being bugged.

And.. finally did it after 4 good respawns.
Best tip I can give to all is to pop a stopwatch and turn it on when you see 4 robots dying. After 60 sec have passed release 4 prisoners and hope new wave will be there soonish. That should give you a good start.

It should be mentioned that holding onto the quest until the next day wont work. The quest disappeared from my log. You really just have to do it early in the day to get all the mobs. I managed to get it the second day with 2+ min to spare.

NOTE: *total* of 100, not individually 100. You only have to get 25 on each. I was checking in on the buff on each of my Arakkoa Outcast followers and they were dismally far from 100 so I never brought them down to the turn-in.

After restarting it I noticed there was a tracker in my UI for "Operation: Skettis Ruins", from 0 to 100. When it got to 100, they were ready for turn-in. No need to check their individual buffs at all.

A lot of people forget that there are two turn in points. I was able to get this without too much problem by going up to the top, grabbing my 4 killing and turning in at the top npc.

I had about 30 seconds to spare.

DO NOT use glider nor the feather to make it faster to turn the guys in (if you have 100% morale), they will get out of range and will dissapear, removing your buffs and decreasing your morale back to 0%

As 666ilvl rogue on high pop realm just after daily resets in EU did the achiev with all 4 buffs having 3min+ left.

Do note that as soon as the progress bar for the daily fills up, you won't be able to complete the achievement, even if you're sure that a couple more mobs would get you to 100%. Once the quest is completed, when you get to the turn in point nothing happens.

I did this achievement by setting my alarm clock to 03:00 am and going to sleep. My advantage was that my character is on a low populated realm and it will be less competitive for me to tag the mobs or waiting the response times. I have used the flight point from my Garrison to the flight point between Shadowmoon and Spires of Arak dailies. So i entered the daily area from the south door.

First i collected the 4 talon keys from the birdie mobs without popping my cooldown. There were a bunch of slaves in the middle of the wide circular area and went there and sat for waiting to respawn of the mobs that i killed before. when there was enough crow around the slaves i started to free the 4 slaves with a decent pace and popped my cd and gathered 4-5 mobs around the area. The npcs you killed to fill up the bar should be the anima golem like thingies and the walking birdies; don't waste your time to kill the flying little birds which i assume there's no or little effect to the bar.

While i was bursting aoe; 2 people showed up and just crossed the area by tagging 2-3 mobs with them and killed on the way which risked my bar to fill up on time. When there were no mobs left in the area there was only 2 mins timer on my buff and started to mount up run above the cliff and kill 1-2 mobs there. Then i decided to not get too far away from the npc that i am going to hand in the slaves so i go back to the area. Respawn timers of the birds in the area are slightly less than a minute for the big birdies i think. By chance i found another 2 of them and i got their aggro and took them to the next to Outcast Darkscryer to fill up the bar to %100.

When i talked to npc there was only 13 seconds remaining from the first slave i saved. Still pretty annoying with all these advantages.

Got mine at around 54, 10 (The same spot you get kill the bird for another achiev, and a 60% versatility buff from said fish). If/When you do the fish stuff achievement, you can start farming around 6-8 keys on the arakkoas aroun the area, then free 4 outcasts that are displayed in a circle nearby, pull everything (including the raven since they give a LOT of morale to them) and burst aoe them down. Then move to the area nearby with the 4 channeling constructs, pull everything, focus down the constructs because of their uninterruptible "SHIELDING", then the others if any still up.

PROFIT, you boosted their morale to 100% with about 3 min left :P

PS: This tatic is better with tank classes, because with the mass pulling, some/most adds may target and kill your outcasts.
PS (2): Do this early in the morning, or make sure there aren't much players around that specific area.

I found the best way to get to 100 morale, at least for me, was killing the Kaliri flocks flying around (Darting Swift Feather).

Pay attention to directly involve the outcasts in battle! I was struggling with my ilvl 681 combat rogue because I killed most enemies too fast. Where other videos reached 100 morale (used same route for testing) I was at ~30 because kills do not add morale if the outcast didn't attack the enemy at least once.
Which honestly makes the achievement even worse considering you're on a timer but are not allowed to go too fast.

Easy Achievement at 100.

0) Pick up the quest from the Garrison Quartermaster, on non-daily day so there are few people at Skettis, if any.

1) Gather up 5 to 7 Talon Keys from the individual Arrakoa patrolling near the prisoners. (I only needed 5)

2) Go to the lower circle of trapped Arrakoa, free up 5 of them all at once.

3) Make your way up to the courtyard style area where most of the birds reside and kill until Morale is 100.

4) Head West or North out of Skettis, whatever exit you're closest to and hand in morale. Achievement Complete.

I'm not sure what was changed but this achievement became significantly easier after 6.1 I tried before (around December or January) and got frustrated because there were literally no mobs to kill in this area.

I log in today, see that Skettis is the Apexis daily and decided to give it another shot. It was super easy, got my keys (someone said it was only possible to carry 4 keys but I had 10 at one time) freed the slaves, and started killing mobs. Within 2 mins I had enough morale (100 spread between all slaves) to turn in.

This was way easier than it was before.

I got a bunch of keys, but as others said, you can only get 4 arakkoa at a time. I freed my 4 guys up in the main middle area up the ramp (at 51, 10). Cleared that area, then went down the hill and worked my way towards the Outcast Darkscryer. I managed to build up 100 morale and had at least 2 minutes to spare.

The versatility buff from the fish helped, but I don't think it helped that much. (Yes, got lucky and caught the bird today as well.)

There is a path at 57.9, 9.3.. take it to the top of the cliff and there is a group of slaves that you can release back-to-back... get to 100 here then go back down the hill to 59.7, 11.4 No one else went up this path, and I found this after failing 5 times in a row with the amount of others trying to complete this ach.

All well and good, but.... if you die because you don't have enough outcasts, if your connection is not great, if you take your eyes away from the screen for the moment to prevent the stove from catching on fire or your pet distracts you, you're toast. Back to zero and start again. The Time-Constrained Player can't do that and must abandon. For the rest of you, I would like to suggest: kill lots of big birds and get about 20 keys, free a minimum of four good guys (not sure how many you can have), use your healing skills to keep them alive (Not a healer? Dump this one), then kill as many Big Birds as you can. You'll get there, unless you don't, in which case just remember it's only a game.

To avoid finish the mission before the achievement just stay in raid group until you got 100% of morale, then convert in group again and free the Arakkoas.

Completed as a 682 item level 潜行者.

Accept the daily quest 突袭斯克提斯 from your Garrison mission table, or buy the 斥候密报：斯克提斯 from either 克劳勒中士 (A) or 格里姆加中士 (H), which costs 200 要塞物资.
Travel to Skettis in northern 阿兰卡峰林.
Find the NPC 流亡者黑暗占卜师 and remember his location, you'll need him later.
Start killing the hostile mobs until you've looted four 利爪钥匙s. Try to find the 通天峰工头s in particular, as they have a higher chance at dropping keys.
Once you've obtained all four keys, find a pack of at least four 鸦人流亡者s and use the keys on their chains to free them. You'll receive a temporary buff called 解救鸦人流亡者.
Now, kill every hostile mob you see. You'll notice your 士气 will increase as you kill more mobs. Just be cautious not to pull too many mobs, or your 鸦人流亡者s may die!
When your 士气 reaches 100, go find the 流亡者黑暗占卜师 and select the dialogue options that is presented to you.
If all four (originally freed) Arakkoa Outcasts are still alive and the 解救鸦人流亡者 didn't expire, and if your morale is maximised at 100, you'll earn your achievement!

Tips:

Maximise your damage output as much as possible. Use potions, food tables and 亢奋强化符文/坚韧强化符文/焦点强化符文. Pretty much anything that could buff you up will help you a great deal.
Having a body guard with you will help slightly. You can recruit one from a 兵营等级2.
You cannot complete this achievement if your progress bar fills up to 100%. Do this achievement on your own, without anyone doing the same achievement/daily. It'll ensure you won't reach your progress goal too quickly.
You can, however, use a raid group (on your own server to make sure realm jumping doesn't affect the NPCs, as they could disappear for you, making you lose your 解救鸦人流亡者) to ensure your progress bar doesn't fill up too quickly. Making a raid group will keep the progress bar still, but morale will keep increasing. Just remember to leave the raid group once you're about to turn in your Outcasts.
Having a passive friend with beneficial buffs like a 法师's 时间扭曲 or a 萨满祭司's 英勇/嗜血, could help you a great deal if you're planning on pulling a big group of mobs, or if you're having trouble reaching the 100 morale.
This should be obvious, but the higher your item level is, the more likely you are to succeed.

Don't kill rares, notably 日光放大器 which is near the drop off point. It'll give you too much progress towards the quest, and if you get to 100 quest before you get to 100 morale...well you have to abandon the quest and return to the garrison to pick it up again. Kill birds instead.

Pay attention that you have to be on the quest 突袭斯克提斯/突袭斯克提斯 to do this achievement!
Start at the circle of prisoners at 55, 8 in (Skettis - Spires of Arak) and free 4 of them together using 4 利爪钥匙 (you can only have a max of 4 prisoners). You'll gain a 5 min buff.
After this you have to kill any hostile mob in the area to gain morale.
Don't leave the area while you're doing the quest because it resets the prisoner's morale!
When you get 100% morale escort them out of the area and turn them at at 51.8, 5.5.

Going back as a 110 to get this achievement, I just wanted to offer a tip (also kind of reiterating what someone else said about being in a group when getting this done).

First, if you're going for the 鸟口夺鱼 achievement, follow greydust's comment and kill them off after a couple of minutes until you get the 飞扑迅羽者 that's hungry for fish.

Then, grab 4 prisoners (keys drop easily) and get the meter to 100. Now, IF YOU'RE IN A GROUP/PARTY, LEAVE PARTY! We made the mistake of one person going off and dropping them off first, which screwed the rest of us from getting the achievement. If this happens to you, too, immediately abandon 突袭斯克提斯, then go back to your garrison and pick it up again. This was a bit of a pain, but a simple fix.

Now that you know how to get the achievement, go back to Skettis, do it all one more time, and bam! Achievement.
