Most of the times you can collect then in 1 run, but Delve have multiple stories
Some chests need different storylines to be seen, so if you don't see the chest, you will have to try once more in another run/story

I was unable to complete this today (NA Early Access launch) because the chest underwater at the entrance was already opened and looted every time I zoned in.

EDIT: Delve stories rotated again today and I was able to open the first chest and complete this achievement. The current story for The Sinkhole is "Raen's Gambit" though I'm not sure if it's working specifically because of this story or if the chest was hotfixed.
