I grabbed the glyph before I got the quest to do it - it says I didn't get it but the glyph is faded. No way to put in a ticket atm.

Skytop Observatory Tower is showing silver color to me. Does this mean they despawn if another player gathers them, and if so how long do they take to respawn?

If you struggle a little, like I do, with learning mechanics in game like dragon riding, it might help to take the next step (Ride Relastrasza to the Skytop launch tower) on the quest "Return to the Ruby Lifeshrine" (返回红玉新生圣地) as you will be taken to the top (well, the top floor really) of the Skytop launch tower and the glyph is just above that. This quest should be available if you're following the Campaign questline and haven't yet returned to the Ruby Lifeshrine.
