Unless you are going specifically for the Frostfire set bonuses, this item is not particularly valuable. It is only an upgrade of 2 damage over Mantle of the Blackwing Cabal from Blackwing Lair, and is actually less DPS than the tier 2.5 Enigma Shouldpads, as far as raiding is concerned. (In PvP the -resist on Enigma Shoulderpads is less valuable, but for end game raiding is worth considerably more than the extra 6 damage Frostfire Shoulderpads have over Enigma - not to mention the mana per 5).

i would like to know how to get this stuff i have my tier 0 lost all rolls for tier 1 in MC i know i cant skip tier. but do i just make it so i can get in to naxx to pick up this quest ?

This item is so bad. Probably the worst piece of Frostfire.

Compared to 黑翼衬肩 (an item off the first boss of BWL), this is hardly even a minor upgrade at best, and it seems to be a bit underbudgeted for its item level. Our best in slot 蒙霜衬肩 is lower in item level with a better stat budget.

Still, the iconic look of it will likely be enough for some to pick these up over Rime.
