Useless information: Rolling Thunder was an operation employed by president Lyndon Johnson, I believe, to bomb Northern Vietnam.
Anyway, back to the talent, looks like a very nice way to get some mana back and build more Lightning Shield charges. Welcome addition!

Does the mana regeneration on this not sound ridiculous to anyone? I dont know if this is simply so we can use earthquake more often or what, but thats a tonne of mana regen imo. i imagine this means elementals will never be using water shield, maybe in between fights at the very most. im curious how much damage this fully charged earth shock will do, more or less than lava burst crit.

I had time to test this on a glyphed chain lightning, and it seems to be that it can proc on every HIT of the chain, not sure about overloads, but it would mean chain lightning could be equally as mana efficient as lightning bolt, if 5 x 60% yeilded an average of 3/5 procs... thats 6% total mana back from one cast.
And what if it was overloaded? Thats a whole lot of mana from 1 spell. And 'too many to count' chances of getting Elemental Focus to reduce earthquake's cost by 40%. And I believe it has 2 charges, so your next chain lightning would cost (say at 80) 950 odd, down from 1160. If we have 25k+ mana pools in raids, 6% average is 1250 mana...
So on average you would GAIN mana from chaining, with the possibility to have 10 procs of 2% mana... (faints)

This talent CAN proc on each bounce of Chain Lightning. I tested a few times on small packs when doing Archaeology after I noticed my Lightning Shield charges went from 3 to 6.
I am uncertain if Chain Lightning (due to its sheer mana cost) will ever be worth a single target rotation, but it should definitely see use in multi-target situations.

gave me 12 procs with that single Chain

19720 mana and of course elemental focus reduces mana of the 2 next spells by 40%
is a 3045mana cost chain lightning and with 4.3 you can spam away with it (if they dont change the current ptr build)

I'm really concerned about the Elemental Shaman's mana mangement in the early stages of MoP in PvE, but especially PvP. If they don't make some changes to this talents, it will be as bad as it was in the early stages of Cataclysm.
Anyone remember an Elemental Shaman in early Cataclysm, actually using
Lightning Shield
? Didn't think so, and this talent is the reason for that!
Let me explain:
The mana you get back is based on your total mana pool and is therefore a too low amount to keep you sustained. The mana cost of your spells is based around your base mana pool, and is because of this too great for this talent to be sufficient, because your mana pool is too little. This left most Elemental Shamans early in Cataclysm to simply not spec in
Rolling Thunder
and
Fulmination
all together. Most just used
Water Shield
, instead, and put their talent points elsewhere.
I fear this will happen again in the patches from 5.0 to 5.2, if they don't change this talent. The patches I mentioned are the ones where non-resto spec'ed Shamans usually get buffed like crazy due to underpoweredness early in the expansions (ex 2.2, 3.2, 4.2).
Just did some testing with a 70.000 mana pool (Average ilvl 346 a.k.a. HC geared), and I seemed to only last about 7-8 minutes on average before I went out of mana while casting with the PvE priority system. Now taking a closer look at the
Rolling Thunder
talent, I'm not suprised I had, and still have, so many mana problems in PvP. Since it only includes
Lightning Bolt
and
Chain Lightning
, it's no wonder that you go out of mana when you mainly use
Flame Shock
,
Lava Burst
,
Chain Lightning
(single target),
Frost Shock
, and
Earth Shock
. Since only 3 out of the 4 actually give you mana back, it's really understandably, actually. Then considering how mana expensive
Chain Lightning
is, when not hitting +2 targets, it's even more clear how big a problem this actually is.
I can see 4 possible options to fix the problems with this talent. Some are clearly better than others:
First one:
- Increase the amount of Intellect on all mail gear, to increase the total mana pool.
This would result in bigger mana pools for Restoration, too, leading to overpowered Resto Shamans, since they wouldn't struggle with mana problems because they weren't dependent on
Rolling Thunder
.
Second one:
- Decrease the base mana cost of all the Elemental Shaman spells (Shocks, Lightning and Lava spells).
This would also result in cheaper spells for all the specs, and would also lead to operpowered Enhancement and Restoration Shamans never going oom.
Third one:
- Buff the proc rate to make the
Rolling Thunder
talent more presistent, and then change it to be focused around the base mana pool, instead of the total mana pool.
This would obviously only affect the Elemental spec, and would remove the problem early in the expansion, and also later in the expansion in PvE. There by the risk of having this talent be overpowered late in the expansion, resulting in Elemental Shamans never going out of mana, would never happen. This is solvely because the balance between cost and return would always be static, no mattter the size of mana pool. The only thing that would change, would be the amount of mana the Shaman would have in his/her pool, which merely would increase the amount of time he/her could keep casting in combat (As in, 15 minutes to maybe 18 minutes, instead). This change would however NOT solve the mana problems in PvP.
Fourth one (My preferred one!):
- DECREASE the proc rate or procentage, but also make the talent to be focused around the base mana pool, instead of the total mana pool. On top of that, include all Elemental spells such as
Lava Burst
and Shocks.
This would only affect the Elemental spec too, and would remove the problem not only in early expansion, late expansion, but also in PvP. I know this would make the name of the talent pretty weird since the talent wouldn't only be affecting Lightning spells, but since when was logic considered important in WoW (lol)? If it really is a big problem, I'm sure Blizzard could come up with a name just as good ^^ Now, I know a lot of people don't care about PvP, but the matter of the fact is, that a lot of people do. And Blizzard should not leave those people behind!
PATCH 5.0.4. EDIT:
Now that all mana pools now are based on level (Lvl 85 always = 100k mana pool), it seems one of the major aspects of making Rolling Thunder a bad spell/talent, have been removed: The mana pool. Now only the number of spells affected (as in only lightning spells) and / or proc chance will determing how good this talent will be. I just hope Blizzard still wil consider adding more non-lightning spells to the list, since they aren't very often used in most PvP situations. Especially now that Lava Surge procs are now instant, making it one of the one hard-hitting spells we can cast while being trained.
