This has been on and off buggy. I found the quest turn in today at /way 60 66 Waking Shores.
I quickly exited and opened my alt that hadn't been able to complete it.

the questgiver NPC isn't there for me, im guessing it was bugged so they removed the NPC for now ?

Did you go to Keshki's location and nothing was there? It unlocks after a short quest chain that starts with A Ruby Lifecalling in Ruby Life Pools. After doing that, three nearby npc's will have quests, one of which is Garden Party. Go find Akora(Keshki is standing nearby). After you do Akora's quests you can get a quest from Keshki which will lead you to Home Is Where the Frogs Are.

So this Ruby Lifecalling is sooo confusing because quests are not related to one questchain.

Quests you need to complete:

1. A Ruby Lifecalling /way #2022 61.8 73.8 Lifecaller Tzadrak
2. Garden Party /way #2022 61.8 73.6 Akora
3. A Better Start /way #2022 55.2 63.6 Adazius
4. Flowers of our Labor /way #2022 60.2 66.4 Akora
5. Hornswoggled! /way #2022 65.2 63.6 Keshki
6. Home Is Where the Frogs Are /way #2022 65.2 63.6 Keshki
7. Beaky Reclamation /way #2022 53.4 58.4 Dazakros
8. Deluge Dilemma /way #2022 53.4 58.4 Dazakros

Run one line at a time and it should come up as true (completed) or false (not completed) letting you figure out where you left off! You can run this for any quest granted you have the quest ID which is included in any wowhead url, like wowhead.com/quest=66831/ for this one.

Hi all

I present You Storyline Ruby Lifecalling. This Storyline is part of Sojourner of the Waking Shores which is criteria for Loremaster of the Dragon Isles.

Quests in order I done:

1. A Ruby Lifecalling - Quest start 61.88 40.52. On table will be 4 items press on them one by one.
2a. Nursery Direction - Go to See Vaeros 55.28 63.51 ( follow for quests 9a, 9b and 11 )
2b. Garden Party - Fly to Akora and do Quests for him 60.20 66.42 ( follow for quest 5-8 )
2c. Hornstrider Havoc - Go to see Dazakros 53.41 58.42 ( Follow for quests 12+ )
5. Flowers of our Labor - You need to do 3 things:
- 5 Fragrant Dragonflower flowers on ground press on them and kill flowers
- 5 Lush Seed Pod pick up from ground.
- 5 Ripened Dragonfruit are on tree press on them to use Trusty Dragonkin Rake and then they will drop on ground.
Then go 60.27 66.41 and press on 3 Baskets.
6. Huddle at the Hollow - Go to 65.32 63.65
7. Hornswoggled! - Throw Jar of Fireflies on 8 Bullied Frog and pick them up.
8. Home Is Where the Frogs Are - Go to 60.25 66.42 and press on Croaking Frog Carrier.
9a. Leave Bee Alone - Use Smoke Diffuser on bees and them pick 8 of them. Then go 56.94 70.62 and use extra bar.
9b. Just a Trim - Prune 5 Overgrown Shrubs. Who first Trim grass will get count.
11. A Better Start - Press on 6 Fertile Soil can we find around pool.
12a. Deluge Dilemma - Slay 12 Water Elementals
12b. Beaky Reclamation - Heal 8 Injured Hornstrider - They respawn very fast after finishing this quests Storyline will finish.

The NPC dialogue that takes place during this quest:

Keshki says: I'll run ahead and let Akora know what happened. Meet you back at the Life Pools!

Keshki runs off while holding a crate. The player follows and meets back up with Akora and Keshki.

Keshki says: Oh! <Name>! Over here! The frogs are a little rattled, but they should be alright.

The player opens the Croaking Frog Carrier, and a jumble of frogs go bouncing out towards the pond.

Keshki says: Whew, that's a relief! Sorry we got so swept up in this frog business, Akora.

Akora says: It's all right, Keshki. Life comes first... wait. Do you hear that?

Keshki says: All the creatures we helped, calling out in harmony... like a song!

Surrounding the pool are Vivid Axebeaks, Radiant Peafowl, Serene Frogs, and Humming Skitterfly. Each of them is making noise with a buff called "Song of Life".

Akora says: The Dragon Spirit must be happy with our work!

Keshki says: The wildlife certainly is! And I think that's what really counts.

I had to pick a flower to get the NPC with A Better Start to show up. I was chasing Hollow# which is the end of an unorganized quest chain where there is no order, it seems. I am quoting my fellow wowheads there. So i ran the scripts in the quest chain and i was due to do A Better Start with no NPC there. So i thought i missed something. Went there and saw a funny flower so i picked it being an herbalist. All of a sudden the NPC with the quest was there.

It seems there was no order in that chain as i just got Sojourney and that was the missing quest even though it is in the middle of the chain. All good now. Wihout this place wow would be a mess

All the frogs are rounded up, <name>! I guess we're, uh, taking the frogs to Akora anyway. They'll be safe at the Life Pools until the hornswogs get bored and move on. Um, well, I guess we didn't find anything to cheer up Akora. I hope she understands...
