Not sure if others are seeing this glitch too, but as an Alliance the quest was located at Vol'jin's Pride. Filled with Horde, so I knew it was bugged.

I snooped around and found the quest from Kalaam (69.9, 21.4) in Fort Wrynn.

As Horde, this quest appeared bugged on the map for me as of patch 6.0.3 and the questgiver, Kalaam was not visible at Vol'jin's pride although the quest marker on the map was. Nonetheless, it is only a breadcrumb that leads to the NPC Crystal-Shaper Barum, at 73,39 who has all his normal quests available.

If you have Burning Sky in your quest log, or have completed it already then this quest won't be available from Kalaam

Found out I cannot find Kalaam in my outpost, aliance side, nor in horde side. After asking player with As the Smoke Rises to share it with me, the player said "You are not eligable" meaning As the Smoke Rises is not marked as finished for me, rather than I am missing quests on the way. after finishing "Establishing your Outpost", i.e Due Cause to Celebrate(A) / Due Cause to Celebrate(H), Kalaam have appeared. YAY :)

Remember, do not pick quest down the chain, i.e. Pyrophobia, They Came From Above, Burning Sky

Accept the quest, As the Smoke Rises, from Kalaam, in Fort Wrynn, at coords 69.5, 21.5.

1. As the Smoke Rises - (Video) - Exit Fort Wrynn, to the east, and follow the paved path south to coords 73.1, 38.7 and turn in the quest to Crystal-Shaper Barum, and accept Burning Sky and Pieces of Us.

2. Burning Sky - (Video) - Follow the paved path southeast, into Aruuna, to coords 76.3, 42.7, killing 12 Adherent Invaders (Adherent Wing-Guard, Adherent Squallbringer, or Adherent Sun-Caller), while completing quests in this area.
• Accept the quest, Barum's Notes from a book, on the ground, at coords 76.3, 42.7

3. Barum's Notes - (Video) - Click the items at the following coords:
• Harmonic Crystal (green crystal) - 75.6, 44.0 (inside building whose entrance is located at 75.9, 43.9).
• Honed Crystal (red crystal) - 76.2, 44.3
• Polished Crystal (white/light blue crystal) - 77.5, 41.4

Pieces of Us - Click the items at the following coords:
• Annals of Aruuna - 75.5, 44.1 (inside building whose entrance is located at 75.9, 43.9).
• Crystal-Shaper's Tools - 77.5, 41.3 (on a table next to some railroad tracks).
• Melani's Doll - 77.9, 43.0 (on a chair next to a table).

• Speak to Raksi at coords 77.7, 43.9 and accept Pyrophobia.

4. Pyrophobia - (Video) - Enter the building entrance by Raksi and defeat Sun-Sage Kairyx inside.
• Turn this quest in to Raksi, and accept What the Draenei Found.

5. What the Draenei Found - (Video) - Travel down the steps and following the railroad tracks, on the right, at coords 77.8, 41.3 to Aruuna Crystal Mine whose entrance is located at 78.3, 35.5.
• Follow the path inside the mine, crossing a "bridge" at 81.4, 37.6.
• Click the Ancient Prism located at coords 82.7, 37.9.
• Raksi will show up, transform "herself" into Shadow-Sage Iskar, and transport you to Terokkar Refuge.
• Travel east, across the water, to coords 76.7, 55.2 and turn in Pieces of Us, Burning Sky, and Barum's Notes to Crystal-Shaper Barum.

This quest was not available for me until I completed the whole Ogre quest chain in Gordal Fortress starting with Gas Guzzlers

Find Crystal-Shaper Barum near Aruuna in Talador.

Description

Aruuna burns.

The arakkoa swooped down from their spires and are turning everything to ash. Draenei, talbuk, even orc; they care not for allegiances. They merely want to watch the world burn.

I barely escaped with my life, but my best friend, Barum, stayed behind to find his daughter. The others all say you are a great champion. Please, I beg of you, go to Aruuna and find them.
