This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: Rise of the Blood Elves
Location: Go to The Legerdemain Lounge, head upstairs and take the first doorway on the right; you should be in a room with Catriona Macrae. The book spawns on the only bookcase in this room, on the mid-left of the second shelf from the bottom.
