Please note: you cannot buy this as a non-rogue. Went to get some for my husband who was in a raid, and couldn't see it on the vendor with either a lvl 80 priest or warrior. Logged into lvl 7 rogue, and it showed up. Same thing for crippling poison. The other poisons that are like I, II, III etc were viewable on the non rogues.

Good...however it DOES NOT affect instant spells.

I'm a lvl 26 Rogue and I can't learn this spell. What quest do I need to complete in order to learn it? Thanks!

You need to have your poison skill up to 100

Sadly, this is kind of a waste to use in high level bg's. Any healer worth their salt will be using instant cast heals.
