Assuming the boots give 112 ap.
with these you gain

+18 armor (before modifer in bear form)
+18 agility
+15 stam
+56 crit rating (1.46%)
+1 blue socket
+1 red socket

-18 hit rating
-10 attack power

So these definitly are better for a kitty or bear, if your missing the hit, just gem in some hit.

a big bonus with these boots for a tanking druid, is the color of the sockets, perfect for a +24 stam and a +16 agility for non jc's, so these boots would also give 24stam and 22 agility if gemmed according to color.

The "unknown" item needed (x6) for crafting this belt are called Runed Orbs. Their source is currently not available.

You can hypothesize that these new Leatherworking Patterns will be purchasable with Runed Orbs similar to the previous tier of LW patterns using Arctic Fur. Due to current systems in place in WotLK for the acquisition of Leatherworking patterns, I find it unlikely that they are a random pattern drop in Ulduar.

Additionally, due to the current complete lack of Raid Dungeon reputation factions, it's also a safe assumption that Ulduar will not have a faction attached to it for Reputation Rewards.

The plans for these boots dropped for my Druid from Flame Leviathan on 25 man. I was kind of excited to win them, now to just get the runed orbs.

These are best in slot for most rogues, pending individual stat weight crossovers and the like.

Considering our T8 sets feature only red and yellow sockets, these boots give rogues a perfect place to throw at least one of the JC-exclusive gems to optimize our socket bonuses. The fact that they are craftable means we can get our hands on them relatively early (provided you can grab Runed Orbs), taking some of the planning out of how and where to place those JC-exclusive gems.

EDIT: 3.2 will nerf the "prismatic" quality of JC-exclusive gems, so this no longer applies. The boots are still amazing, though. Even with a Shifting Twilight Opal in the blue socket, you are only trading 2 Agi for 12 Stam. If you aren't willing to do it, double up on Delicate Scarlet Rubies and get 32 Agi instead of 30 Agi and 12 Stam.

I will confirm that these are, indeed, BiS for Rogues. No item budget spent on haste/armor pen, good amount of hit, crit, ap, and two sockets. Only drawback to these boots is insane amount of money (or time) crafting will cost you.

Edited: let me clarify before getting downrated into abyss that haste and armor penetration are irrelevant to rogues unless they are specially stacking it. Thus, hit-crit-ap is an excellent combo for the vast majority of rogues out there.

Ret Paladin: When I use Rawr to compare these to the equivalent "dps plate" crafted boots, I find that the leather ones provide more dps:

Leather boots provide: 185 dps max, with 2 red STR gems.
Plate dps boots: 177 max dps with 2 str gems https://www.wowhead.com/wotlk/item=45559#comments

Even the other leather boots give more dps than the plate: 181 dps max : https://www.wowhead.com/wotlk/item=45562#comments

For feral druids - What are you gemming this with as of 3.2?

Personally I've gone with +10stats to fill that blue socket, and of course 20arpen for the red.

I couldn't think of a better place for the 10stat gem than there because I have Chestguard of the Recluse and its ranked higher than Conq chest (without 4pc bonus).
