Actually, this item is totally independent from the other Titansteel recipes, it's not a prerequisite or base material as you imply. It just isn't showing its real stats yet.
According to MMO-Champion the stats are spellpower based and are like this:

1821 Armor
Equip: Increases Spell Power by 108
Equip: Increases Critical Strike rating by 46
Equip: Restores 24 mana per 5 seconds

Appears to be an entry-level holypaladin helmet. Lack of stats allows much higher spellpower bonus, this one here translates to around 210 +healing in old system.

Many items like this with no stats I'm guessing are still incomplete, Not many epic Armor in the game has NO stats at all. Give them time.

Looking at the very few needed mats, you may think it'll be easy to acquire.

It's not. Titansteel can only be forged 1 time each day by a blacksmith, and, the mats to forge are very expansive.

I've been considering making these, but the lack of int and a metasocket really make these feel sub-par to some of the BoE lower level items out there.

The spiked helm oth seems perfectly balanced for what it is trying to achieve.

This helmet isn't really worth it in my eyes. I had one crafted for me, then saw the Helm of the Lightning Halls on AH for acceptable 200g.

As a holydin the intellect is quite important to get good mana, and good mana regen from Divine Plea, something the Brilliant Titansteel Helm doesn't have at all. The intellect on the mail helmet pretty much evens out with the higher spell power on the titansteel one, sums up for roughly half the ~1% spell crit from 46 crit rating, and with both 7mp5 more, and the mp5 gain from the higher intellect I'd say it more or less evens out with the titansteel helm, just that this one got stamina too.

If one has enough intellect and stuff on other gear to be able to HL spam enough without mana panic I suppose the Brilliant Titansteel is good, but for entry gear at 80 I'd prefer the (on my server) 1500g cheaper helm over an epic one that I'll change for any other epic plate helm that drops.

And this is just one of many examples. Look at the loot tables for heroics and it isn't hard to find a helmet that is as good as this one, but that is free and fairly easy to get.

With 31% crit and only 41mp5 unbuffed, I have yet to go oom in a raid, even during intense fights such as Sapphiron or long fights such as Kel'Thuzad. Therefore I give no stat value to mp5.

I would love love love to see the mp5 on this helm changed to around 67 intellect? Until then I will keep my Argent Crusade exalted helm tyvm.

If you can get exalted with the Argent Crusade, the Helm of Purified Thoughts is superior to this, due to spending itemization points on stamina and intellect instead of MP/5...unless you don't need the stamina.

This item, however, only costs a little gold instead of a long grind, and it does fine until something better comes along. The new sockets help a lot.

The mats of the helm cost: Frozen Orb 1x= 50-10g Saronite Bar 4x= 10-30g 4x Titansteel bars = 1000g-400g and totaly it cost around 1080g if you're unlucky so is the mats expensive so dont forget to look in the guild bank. But the normal price is around 640g.

(this is if you buy the mats from AH so if you are miner it would be cheaper but will take longer time.)

The only thing worse than this helm are the Paladins who wear it.

Talents like Divine Intellect and Holy Guidance require gearing for Intellect. Effects like Replenishment and Divine Plea, Intellect. The huge mana costs of Holy spells, Intellect. Everything points to Intellect, and this has none. Instead, it has two rather horrible stats: Spellpower and mp5.

Paladins do need spellpower, but it's nowhere near the top of the list. Especially not when first gearing up, which is where this item comes into play. It doesn't matter if your Holy Lights hit for 11k and mine hit for 10k, if I have a 25k mana pool to your 15k mana pool, and (due to Replenishment/Divine Plea) can both cast longer and regen faster. With a spell like Holy Light, which heals for a huge amount and casts in well under 2 seconds.. it doesn't matter if you're overhealing by a few hundred or a few thousand, it's still usually overheal. So lasting power matters, which makes gearing for spellpower early on a HORRIBLE decision.

Then, mp5. Some Paladins fail to realize that intellect and crit offer more mp5 than the mp5 stat itself does. Mp5 has an atrocious item point cost. In Blizzard's system, 100 mp5 is worth 250 intellect. Two hundred and fifty. 250 intellect is worth over 4,300 mana, 57 spellpower, a huge buff in Replenishment returns, a small buff to crit, another 1k mana from Divine Plea, and so on. 100 mp5 means you can cast an extra Holy Light every.. get this.. 65 seconds. Ouch? There's no comparison. Mp5 is a horrible stat for Holy Paladins, and offers worse regen than crit and intellect, as odd as that is.

The Blue socket is just an insult piled on. Gee, maybe we'll toss aStamina or mp5 gem in there, eh? Or, given the sort of people who will buy this, maybe they'll gem for Spirit.

Sure, this helmet is sub par when you can choose Helmed of Purified Thoughts.

But when you have Jewelcrafting as profession and you put Brilliant Dragon's Eye and Insightful Earthsiege Diamond in this helmet it will be a little better.. This will give you 48 intellect. Yes.. it ain't much but as a start it something.
Of course there are better items out there, but this can help you a bit. Not saying that this set-up makes this a superb one tho..

Unfortunately, you, like the million other paladins out there who are gemming for high intellect are missing the entire point of Mp5, crit might seem reasonable at first but it falls behind in the long haul.

Assuming your statistics are correct and you're spamming divine plea every minute for 10 minutes you're going to end up having a total of +14,300 mana for the fight over someone with 100 mp5. Assuming replenishment is up 100% of the time, you're going to get back an additional 430 mana from replenishment bringing your total to 14,730 additonal mana for the 10 minute fight.

Meanwhile, guy with the 100 mp5 is going to generate 2000 mana a minute, guaranteed, which over the course of a ten minute fight amounts to a whopping 20,000 additional mana. Sure, your initial mana pool is bigger but over any real span of time spamming divine plea and praying for 100% replenishment uptime, the pally with the Mp5 keeps on casting.

Oh, and before you take the opportunity to try and tell me that he's critting more so he's gaining more mana back from illumination procs, take 250 intellect is only 1.5% crit. Assuming Flash of Light(which is a pally's most mana efficient heal, and arguably the most mana efficient heal in the game) 1 in every 66 FoLs is going to crit and you're going to get 304 mana back every minute and a half, spamming FoLs nonstop. On average, this comes out to about 15 Mp5 and over the course of the fight you'll regenerate about 3k mana from flashes because you had the 250 intellect, and lets not even go into how you're reducing your total healing output by 6.25% spamming Divine Plea...

Overall 100 Mp5 becomes a guaranteed 20k mana over a 10 minute fight and 250 intellect is only capable of pulling about 17,730 MAXIMALLY, spamming heals for 10 minutes straight, hitting divine plea EVERYTIME it goes on cooldown, and you just HAPPEN to have replenishment up for the whole 10 minutes nonstop. You say Mp5 is a junk stat, I disagree. Ever since they nerfed Illumination down to 60%, Mp5 has been side by side just as important as crit for mana stability in endurance fights and you can take that to the bank.

Not to nitpick, but 100 mp5 = 1,200 mana per minute or 12,000 over 10 minutes. Maths. Mp5 also does not benefit from things like Blessing of Kings, and Intellect means that you have more mana which is equal to more time spent healing which is more crits and more mana in return.

Edit: Also forgot to note that paladins have intellect based talents: Divine Intellect is +10% intellect so 250 is actually 275 INT, and they generate extra spellpower from it, meaning fewer spells must be cast. All of these different things make life easier as a healer.
