Currently the best tanking neck for a druid is Boundless Ambition. Swapping to this one come 3.1 :
You'll gain 11 strength, 37 dodge rating.
But you'll lose 6 stamina, 5 defense and 31 expertise.
The armor remains the same, which is no longer modified by bear form anyhow.

Hardly what I'd call an upgrade.

I'd much rather have Bronze Pendant of Vanir's; but that's from hard mode.

Since the data doesn't seem to be added to wowhead yet, I can tell you all that this neck dropped for me at Kologarn on Normal difficult of Ulduar (Without Hard-mode).

Despite being at a lower ilevel, on par with Shard of the Crystal Forest, and superior in encounters with physical damage, thanks to armor.

And extra strength will be more helpful with the changes to Paladin threat mechanics in 3.2.2.
