I think the way is works is you make the armor kit and then the person can use it. like they work now

But You can no longer get someone else to apply the kit for you. like the current like kits which needs a lvl 60 to apply them.

So they are not like the JC or the Enchanting items. Those are the new Bracer"
enchants" that only LWers can do for themsleves.

TBC had 8 and 10 stamina armor kits. With stamina more than doubling in WOTLK a decent tank will be running around with 2000+ stamina. An armor kit that offers 12 stamina instead of 10 seems totally lackluster, if they wanted to scale properly they'd have 20 and 24 stamina armor kits instead.
As a comparison, in TBC you have a 12 stamina boot enchant, you could buy the 10 stam armor kit to save a bit of gold and time. Now the WOTLK boot enchant is 22 stamina, to use a 12 stam armor kit is a waste of gold. I suspect LW's will make those for leveling up, and then just vendoring them off.

My level 52 / 355 LW toon could learn this. I would assume it requires level 50, unlike Grand Master Leatherworker, which requires level 65/350 LW... again decieved as I was hoping for another achievement :)

EDIT: Yes it did work, I levelled 355-375 in less than 5 minutes, but now I still need level 65 to learn Grand Master.
The Kits stack in lots of 10, just for info :)

Most important thing here? These can go on your head and shoulders. THIS is why they're valuable -- yeah, 12 stam isn't much, but when you don't yet have anything else for those slots, it's a godsend.

Don't know if is just me, but when i try to put this on an item with a permanent-enchant of any type on it (enchanting, other armor kits...) the pop up window that ask if you want replace the enchantment lasts only a second or two, then disappears.

I went and tested this with my level 70 Shaman Leatherworker and a level 16 Druid alt.

The armor kit can be applied to Hierloom items just fine (and thus it follows that an item of any level that normally accepts enchants could have the kit applied to it as well since Hierlooms are always considered to have an iLvl of 1). The only criteria the item has to meet is being an item wearable in the head, shoulders, chest, hands, legs or feet armor slots.

The wearer must be level 70 or higher in order to benefit from the +12 Stamina enchant. If the enchant is applied to a Hierloom item and then sent to a character that is under level 70, that character can still use the armor, but the +12 Stamina enchant will not apply until they become level 70. This is the exact same type of restriction imposed on Hierloom shoulders that have been given the shoulder enchants from the Zandalar Tribe faction.
