May be outdated, but I saw in the NA armory of Galiath, a tauren druid on the Blackwing Lair server, that it was listed as dropping in Karazhan but with a 0% drop rate. I was wondering if there was an event with an appropriately levelled mob, considering it requires level 78 to wear.

If you are looking to get a starter tank set together (like I am), save yourself the gold and get Chain of the Sovereign from Free Your Mind, the third step in the Icecrown (the zone, not the raid) introductory quests. I bought this for 35g on my realm, whereas the chain is free. In fact, the quest rewards 14g80s...and the necklace.
