If you can get a higher level to run you through the questlines Panther Mastery (https://www.wowhead.com/wotlk/quest=190), Tiger Mastery (https://www.wowhead.com/wotlk/quest=185), Raptor Mastery (https://www.wowhead.com/wotlk/quest=194), and Big Game Hunter (https://www.wowhead.com/wotlk/quest=208) you will get a very solid set of gear for a 29 twink hunter or for any other leather class.

If you fail at killing this cat on your first attempt, but get him below 50%, the two ads will remain with him even when he resets. Two additional cats will then spawn when his health crawls below 50% again.

This means that if you're going alone, you basically only have one shot at taking him down.

Can someone please confirm you STILL can get this quest at level 28-29 ? Because I've checked Wowwiki and here in Wowhead, both say (as it appears to have been changed) that the quest is now only obtainable at level 31. You could have done the pre-quests for this one, but can someone confirm me with facts (i.e. someone who just got it 1 week ago or so) that you can still get it before 30?
And if yes, WHY would wowhead and wowwiki change the level pre-requisite of this quest?

I completed all the mastery quests, with the help of my amazing guildies :) and was able to get this quest at level 29. Therefore, it is still available for level 29s but not sure about 28.

Also tamable, I got him as a pet as soon as i turned 43 with the help of a nice night elf who happened to be passing who took the agro from the other cats :)

I must say, that as a shaman, this Q ain't worth doing if you want rewards! They should make them into blue stuff for EVERY class like in that The Ultimate Bloodsport Q in outland! And I didn't need any of the rewards for the pre-Q's neither... so crappy Q I'd say!

King Bangalash will summon 2 panthers, so it will take 2 to complete this quest. He can be taken out by one person while the other deal with the panthers. He respawns fairly fast, if you get there just as someone else kills him. It is good if you have someone run you through the whole chain in a row.

I saw a level 50 hunter in Westfall with this mob as a pet and it was still elite. Can anyone confirm that it is possible to tame it, and also that it stays elite?

If you fail, or someone else has, you can pull him and run away and then kill his adds. He resets before his adds.

Like many others I was looking here for answers, but this time I found more questions. By now I have finished the quest and I can answer some - with all the changes that happened up to patch 3.0.8; thought it was worth a re-confirmation.

meh the quest might give good exp but if u want a gun just run uldaman a few times and u should come up with a 25.0 DPS gun from one of the guys there

correct - but you get this gun a LOT earlier than you can use the one dropped in Uldaman. Because that gun has a restriction when you can wield it - this one has not. I assume you are talking about the Shadowforge Bushmaster. The gun "Galgann's Fireblaster" is even bind-on-pickup and has a level requirement too.

As you see, I was focussing on the question "Can the quest be done when you can attain it?"

Is there any other piece of 29 twink armor that I need to get from any STV quest besides the gun, the pants, and the chest?

Yes, you can do it at level 28, however, the quest completions and maybe the mobs you are killing bring you to level 29.5.
You have to be in party so the kills count for you - and you therefore get experience, a small amount, but still some.

As for the rewards: The hunter tunic is the best you can get, so is the bow/rifle. As for the pants you are better off having some BoE pants and nethercleft leg enchant on it. The gloves are nice, but toughened armor gloves (crafted with leatherworking) are better due to added stamina. These have 5 points more agility, granted. You can decide for yourself.

do u have to summon him or is he already there?

He is there, or around the area. If not, he was either killed recently or tamed (because it's quite a nice looking cat).

Not sure if anyone else answered this for you but it took him about 5 mins to respawn for me. That is 5 mins after he was looted and the corpse abandoned.

Druid bear, lvl 42. Buffed with greater agility, ogres strength, mighty trolls and fortitude elixirs, and the normal druid buffs. A trick that works well for druids is to Hibernate King Bangalash just before he reaches 50% health where he is going to spawn his two adds. When you succesfully have hibernated him you are free to heal yourself up to full. After that you can go back to Bear Form and easily take him all the way down to zero and handle his two adds that he spawns when he drops below 50% hp. Voila ;)
