At the moment, there doesn't seem to be any way to actually get the quest item. There's no ground spawn anywhere in the Dragonshire, and none of the undead drop it.

Dialog that leads to the spawn:

Captain Iskandar yells: Push them back and crush them!
Captain Iskandar yells: Fall back! Incoming Emberwyrm!
Captain Iskandar yells: Red dragon incoming!
* Ruby Keeper breathes a flame carpet, Dahlia's Tears flower is in the middle *
Captain Iskandar yells: East Pass! Now!

I found the quest text to be annoyingly misleading, especially if you skipped much of Dragonblight. This should help some Alliance players.

Once you accept the quest from the top of the Wyrmrest Temple, head directly West. You should run into an area called Ruby Dragonshire. Once there, look around the inside ledge or top of the ledge for Alliance NPC's fighting undead.

They should lead you slightly inside of the Dragonshire, where a named NPC will call out about "Dragons incoming." The dragons will eventually blast the ground and the Dahlia's tears will appear, looking much like a herb an herbalist would pick.

If that is not as helpful, find Captain Iskandar and just follow him. He will lead you to the area where the tears will eventually be blasted into existence.

Its the green area in Dragonblight where the big tree is. Westside is guarded by horde Eastside is guarded by alliance,

Is it just me, or is this entire quest line full of typos and awkward text? "I knew that you would return, despite my warnings, but I'm please that you heading my desire to not risk anyone else," from Crusader Bridenbrad, and now "Among that life are Dahlia's Tears- bring then to me," from Alexstrasza. It might not be that big a deal, but come on, Blizzard pays people to make this stuff sound good.

The Alliance dialog was different when I did this quest:

Captain Iskandar yells: Push! Make a path to the shrine!
Captain Iskandar yells: Incoming! Get back down the pass!
Captain Iskandar yells: Make way! A wyrm is coming to our aid!
Captain Iskandar yells: Head back up to the East Pass! They're pushing hard!

Just as a point of lore, those of you who did the reclaiming of the ruby dragonshrine questline will remember the npc Dahlia Suntouch, the Ruby Dragonshrine keeper who was corrupted by the scourge and later redeemed with the player's help at the end of the questline.

The flowers are named after her.

i found the tears in the alliance area and i was horde, so it doesnt matter what side you are on.

There might be a bug with this quest, or may have been in the past. I scoured the area for a good two hours once and never found the item. I just kept the quest for a long time after that, but today I came back and the flowers were right there on the ground where they never were before in all my previous attempts.

I found it along the valley way (Horde) without waiting for the dialog. Was just off to the left a little sparkling, dropped down, grabbed it, and was on my way.

For Alliance
The tears spawn after a Ruby Keeper flies over and breathes fire. I was confused as to where the plants were, because they werent in the Dragonshire. The plants spawn in front of Captain Iskander and his men after they retreat up the snow-covered entrance in the south-east.

The quest text is wrong. They're not called Ruby Keepers they're called Ruby Watchers. Ruby Keepers are the dragon corpses that litter the area by the large tree and are used for a different quest.

Does not count towards Icecrown: The Final Goal. However, the followup does.

Not sure whether it counts toward the Dragonblight subachievement.

Do not look for the Ruby Keepers, those are the ones that die in the Dragonshrine for a completely unrelated quest. Don't waste your time. I ended up staying on my flying mount at (51.1, 52.5) and didn't do anything. After I waited a minute as the NPC's fought the undead, the Ruby Watcher does its thing and the tears spawn all over the floor.

For those that didn't know, this quest line was a dedication to a one Brad Bridenbecker, brother to Rob Bridenbecker VP of Online Technologies. Brad had suffered from cancer and was an avid WoW player. His brother requested some memorial be set up for his brother and Chris Metzen, along with others, thought up this quest line to immortalize his battle with cancer within our beloved fantasy realm.

Hats off to you, Blizzard, Chris Metzen, and the whole Bridenbecker family. As a childhood cancer survivor myself, you have my utmost respect and loyalty to your honor and vision. You've truly epitomized the struggle of one going through the sickness, the battle, in the most accurate way possible, and bring honor to all of us who have suffered, and have watched those who have suffered, the same battle.

Uh, I dunno if anybody knows this but you can get the flowers from either faction. I did it without aggroing, just flew in to the Horde's side (on accident) without getting too close to the shrine and the Horde outpost.
Also, I didn't have to wait for anything. There were like 5 flowers next to the rocks, waiting for me.

So, this is easy. Have fun!

Go to 50,52 wait for dragons to burn the ground as the critters are coming up the snow. Pick the flower that is left where the critters fall

You don't really have to fight anything for this quest. When I did it, I simply stuck with the forces until they called out that a strafing run was incoming. Once the strafing run was done, the flowers popped up all down the narrow path.

This is for alliance btw, it's probably a little bit different for the hordies.

Description

In this dark time, I'll not be the one to abandon a champion of the Light.

We will need something sacred for this to have a hope of saving your Bridenbrad... a remnant of a devout being that fell victim to this very same plague.

Go now to the sacred soil of the passages outside my Ruby Dragonshrine where the battle is joined. As my Ruby Keepers fly down and set flame to the ground beneath undead feet, you will witness new life grow forth. Among that life are Dahlia's Tears - bring them to me.
