You have to gather 9 Water Elemental Links from Crazed Water Spirit.
Transform these 9 items into 3 Tether to the plane of water.
With those 3 items you can summon 3 Watery lords, which drops the 3 Precious Elemental fluids for the quest.

And quest done.

*note: The Elemental Links has about 35% drop, so you will have to kill about 25~ elementals for complete the quest, plus the 3 watery lords.

Ok this is important becuase I thought I was bugged...

Once you collect 3 Links, you then create a Tether which then summons the Lord, the using of the 3 links does not summon him. lol check your bags!

I was having a horrible time getting these to drop when I had three in my bag, so I created the tether and used it right then. The drop rate seemed to improve after that. I know they're not Unique (3), but the drop rate did seem to increase if I had less than three in my bags.

Its worth noting that the precious fluids for this quest are group lootable. If you're doing this with more people, everybody gets it from every water elemental.

Thus in this case, grouping is MUCH faster then soloing if the area is busy.

The Watery Lord will despawn if you drop combat through shadowmeld, and I presume feign death, vanish, etc. I learned this the hard way, so even if you get spawned on by other mobs, it's not worth wasting your hard-earned Tether to the Plane of Water. Fight to the death!

Quests such as this one make me wish that I wasn't a perfectionist who has to thoroughly finish every zone he starts. If you are looking to save time, avoid this one. You need 9 Water Elemental Links. The drop rate is about 30%. Add to that the 3 summoned elementals you have to kill for the actual Precious Elemental Fluids, and all in all you'll be lucky if you only have to kill 30 God damn elementals just to turn this quest in. They also happen to run too far apart to AE grind them.

If you get ganked while fighting the Watery Lord, you will need to collect another Tether. If you're on a PvP server, watch out.

Just another note, if you decide i want to abandon this quest and not do it you wont get the achievement of having 100 quests done in zul'drak. It is required to open up chains to get it done.

For this quest you have to kill Crazed Water Spirits in the Drak'Sorta Fields. They drop Water Elemental Links. You need 3 links to create Tether to the plane of water. These summon a Watery Lord. You need to kil 3 Watery Lords to get all 3 quests items.
Note: The Watery Lords have a nasty attack that hit me, a 75 rogue, for 3.5k. It also throws you into the air. Besides that basically just a Crazed Water Spirit.

For me, the drop rate seemed to be over 75% if i killed the water spirits that were "bubbled" by water binders. someone should try to confirm this

It's probably worth noting that while the water elementals are immune to frost, the watery lords are not.

Kill Crazed Water Spirits at (41,75), the 6 yellow boxes on the map that look like farmland.

Loot a total of 3 Water Elemental Links from them.

Comebine the 3 Water Elemental Links into a Tether to the Plane of Water

Use the Tether to the Plane of Water and kill the Summoned Watery Lord

Loot the Summoned Watery Lord for your quest item. 100% drop rate

Repeat this process 3 more times and your done.

May seem an easy quest. But it's still a pain for all frost specs. Mages and DKs basically.

I had to spend a lot of time on because they are immune to frost. What is strange - the mini-bosses you summon are NOT immune to frost.

The water elementals that drop the Chains are immune to Frost damage, so 1/3 of DKs and Mages will find it aggravating. Frost fever will not be spread to the elementals, even through pestilence.

The Watery Lords, however, are not. Freeze away.

kill Crazed water spirits in the area of 44.0 78.3 in Zul'Drak until you have collected three "Water Elemental Link's". Once you have three then use the stack and it will turn into a "Tether to the Plane of Water" item. This can be used to summon the Watery Lord that drops the "Precious Elemental Fluids". Repeat three more times.

I'm not certain, but it looked like you can only carry three of the Links at at time. So get your three and summon, rather than try to get all nine and do all at once.

If the quest item isn't dropping for you and you don't already have 3, you may need to abandon the quest and pick it up again.

first, I killed around 20 Crazed Water Spirits without seeing a single Water Elemental Link. After abandoning and picking the quest back up, the drop rate was roughly 50%.

I have an idea for how to deal with the prophet of Sseratus. But first, we're going to need some things.

The Drak'Sotra Fields are directly to the south. Because of the stresses on the land from the Scourge and the deaths of gods, the wall between worlds has weakened and the elementals are flooding in.

We need the precious fluids of their lords. If you combine three links from the elementals a tether will be made, and one of their lords can be summoned.
