This now decreases your Anti-Magic Shell cooldown by 15 seconds, making it have NO COOLDOWN. DKs will NEVER lose against casters!
That didn't last long.

Does this talent stack with
Bladed Armor
? That is, does your attack power increase because your armor increases because your health is below 35%?

Overall a pretty bad talent.
If you're sitting at 35% health or less, you're in severe danger of getting 1-shot anyway by any raid boss. The cooldown reduction on AMS isn't good enough to take this talent for pvp either.

Unfortunately, due to the way bladed armor currently works, it doesn't really stack all that well. Specifically, bladed armor only polls your armor value every 30 seconds or so. That means your armor could go up by 30%, but your AP bonus would stay the same for up to 30 seconds.

I think for any Blood tank this talent becomes essential due to the total lack of "tanking" talents in the blood tree. The delay in attack power boost from bladed armour is unfortunate but lower antimagic shell cooldown will help in caster boss fights and 30% armour is nothing to snear at for 3 points.
Assuming you have toughness and are in Frost pressence, and if your tanking and don't have these your allready dead anyway, if a boss goes balistic whilst low on health or your healer is just alittle slack, if your below 35% health your armour is practiclly double its normal amount.
In every boss fight, mitigation is mitigation.

Ghostcrawler, a developer active in the US forum community, has announced the following changes to this talent, which make it very interesting and comparable to Argent Defender (paladins, prot), and that will be added in either 3.0.8 or 3.1 (he didn't specify just yet):
20) Will of the Necropolis -- now reduces the damage of any attack that takes the DK below 35% health by 5 /10/15% instead of boosting armor when wounded,
This is undoubtfully one of the best changes they will be introducing to be able to fulfill the philosophy they've been implementing in WoLK, '
bring the player, not the class
' as it potentially improves the Death Knight's Blood talent tree's tanking characteristics.
These posts can be seen within MMO-Champion's Blue Tracker, or simply by following this URL which also contains the list of changes to come;

So, correct me if I am wrong, but the upcoming change to this talent would be a HUGE increase to the viability of Blood tanks. Let me get something straight here though. An attack that does 100 dmg that happens to drop you below 35% turns into 85 dmg? And then you get healed back above 35% hp only to get hit with another 100 dmg attack that drops you below again which is reduced by 15%? So you have only suffered 170 dmg instead of 200? Or would there be some type of internal CD?_?

Do not underrate this - this is what Pally tanks (any my main :b) would love Ardent Defender to do.
* For AD, you must already be <= 35% health to get ANY damage reduction
* To get 5/10/15% off the hit that took you to <=35%, wow,... just wow
INCREDIBLE for tanking, honestly, and if you're not taking this as a DK Blood Tank when out... /reroll
I've been eyeing Blood as I'm surrounded by Unholy DKs and I already liked the tree - new tanking <3

so, ok, let's say if you have 25k HP, for simplification, you are taking 100dmg/sec, so 100dps constant, 35% of 25k is 8750, so according to this description, only the hit that lows you from 8800 to 8700 got reduced? so you taking 100, 100, 100, then 85, then 100, 100?
wow, that's sooo useful (sarcastic)
If it was -15% damage whenever your HP is < 35%, then it would've been much better.

But wouldn't it be better (more effeciant) to just do "when less than 35% you get -15% dmg"? (or the pally equivalent?

An attack is mitigated by the DK's armor or a spell is mitigated by their resistance
Either attack on the DK does not bring his health below 35% health due to mitigation.
Is this talent calculated after all other forms of mitigation or before?

Seems that it doesn't work on Sartharion's Flame Breath, took a 45k Breath with 3Adds up.
It could be bugged or it wont reduce dmg which reduces your hp below 0%.
no idea srsly but i experienced something comparable with Bone Armor as Patchwerk's Hateful Strike Tank, no migation at all.

From what I can tell in PvP this triggers once you go below 35% and reduces all damage take by 15% while you are under 35% health. My combat log shows a lot of 'absorbed' messages whenever I look back during those 'how the hell did I die so fast' moments so I pressume that it is done to this talent.
That said, it could be possible that this just functions like argent defender. But yeah, more research I say!

Will of the Necropolis will continue to reduce all damage by 15% while under 35%, it is not a "one-shot" ability as proposed. It is very easy to test this with any equal level mob, once you get below 35% health, all incoming damage will be 15% absorbed in the combat log.
edit: changed in patch 3.1 to have an internal 15 second cooldown, although it keeps the same mechanics. Rightfully so as it was basically 15% more health for 3 talent points

The following is an analysis of this talent's effect on a tank's effective hit points (EHP)--that is, the amount of damage they can take without being healed.
Conclusion:
3/3 Will of the Necropolis adds between
3
and
5%
effective health, or between
~1200
and
~2000
health.
Assume:
This can be hopped by attacks that will kill you. Depherios states this for attacks which do more than 100% of your health; I'm assuming it works for all attacks. I'd appreciate anyone who tests this.
You get no heals.
You have 40k health whenever this is useful .
Boss attack amounts are uniformly distributed from 8k to 25k over raid content.
In the worst case, this talent does nothing for EHP. Any time it's hopped, this occurs. For bosses that hit for X% of your health, I figured out how many times the hit is reduced by 15% through this talent. "Proc" means that the boss landed an attack which either (a) reduced the players HP to <= 35% without killing them or (b) hit the player while they are <= 35% hp without killing them.
>=50% = no proc, 1 or 2 hits till death
33.3 to <50% = 1 proc, 3 hits till death
32.5 to <33.3% = 2 procs, 4 hits till death
etc.
I made a script to run this type of process, and with the above assumptions 3/3 WotN adds 4.4% EHP. Assuming boss hits are from 0-50% , we get 6.2% EHP gain; this isn't realistic, it's just an upper bound check. The lower bound is attacks from 50-65% HP , which gives 0% EHP gain--since these completely hop the 0-35% range. Since a tank isn't always topped off, I added a random amount from 0-20% HP that they were missing at the start of the attacks. This yielded much more uniform results--5.1%, 5.5%, and 5.5% respectively with the previous three conditions.
In a raid environment, I'm pretty confident this adds 5% +/- 1% average effective health.

Came here looking for advice whether its worth anything or not but not much useful info here.
I'll give you my personal "gut feeling". Only gut feeling because i haven't decided to use that talent:
I would say it's pretty useless. For this talent to proc you need to meet 3 conditions.
1. Hit must be for more that 5% of your health (in case of a 30k tank it would be 1,500)
2. Hit must take you below 35% health or be dealt when you're already at 35% or less.
3. Talent must not be on a 15 sec cooldown.
The first one is actually a good thing - it prevents this talent from triggering from some minor 100 random damage.
The other two are a bit of party spoilers. I think that spending 3 talent points on a talent that will maybe trigger
once or twice per boss fight and in most cases will only absorb few hundred points of damage, is pretty pointless.
There are much better talents out there you can spend your points on.
But that's just my personal view - correct me if I'm wrong.

Ok, it seems a lot of people are confused on how the mechanics of the spell work, which is not ideal considering I am too. So I'll try to explain how I
think
it works.
Just so you don't have to scroll up or around somewhere else to make sure I got the wording right, here's a copy of the spell as blizz attempts to explain it (confusingly apparently.)
Will of the Necropolis Rank 3
Instant
Damage that would take you below 35% health or taken while you are at 35% health is reduced by 15%. This effect cannot occur more often than once every 15 sec and cannot be triggered by damage which deals less than 5% of your health.
Now I'm gonna try to illustrate how I believe this works as the ppl before me have, that being with a crappily-conjured health bar (Please keep in mind I could be wrong.)
0%-----------35%---------------------------100%
------------------------|<-------- (The damage doesn't take you below 35%, no trigger.)
0%-----------35%---------------------------100%
-------------|<-------- (You've gone beyond the 35% threshhold, therefore it triggers. 15% less dmg from that hit.)
0%-----------35%---------------------------100%
-----|<----- (You were already below the threshhold, so no damage reduction.)
I'm not seeing this ability as one that will be a large staple to blood dk tank, but one that will help when something like this happens:
0%-----------35%---------------------------100%
--------|<---------------------------------------
Get what I'm saying? that's a big hit; 15% off of that will be pretty effective, don't you think?

Being changed in 3.3.3 as stated by the
patch notes
.
"There is no longer a cooldown on the frequency at which this talent can be activated. In addition, this ability can now also be triggered by damage which deals less than 5% of your health."

So just to see if I understand this right, it is any damage that brings you under 35% and any damage you take while UNDER 35% as well? So say you are at 10% you still get the 15% damage reduction right?

I think it's safe to say that the damage reduction persists after the first hit which takes you below 35%.
