I forsee this enchant becoming fairly popular with Deathknight's due to the fact that they will need to stack parry rating and dodge (since they lack a shield for Blocking). That and any tank in general wouldn't be wasting some money on this enchant. Little extra threat never hurt. Not too expensive either (as far as higher end enchants go that is).

This looks to be the cheapest way by far to level to 450. Eternals aren't very expensive and can easily be farmed if you don't want to spend the money.

For tanks not concerned with threat ceilings, this is a bad mitigation enchant. 10 parry rating gives .20% avoidance, compared to ~0.39% dodge from +20 agility (plus a small amount of armor and crit).
18 stamina would also be worth more from a tanking standpoint. Only get this enchant if you need the threat or wish to use a cheaper enchant.
Edit: These numbers are for a paladin protection tank before kings. Warriors may benefit slightly less from agi.

I will have to agree with "Yourself"
As Wowwiki states, you need 23.6538461538462 parry rating to get 1 % parry. (At lvl 70)
I haven't been able to find a source for the amount of parry rating you need for 1 % at lvl 80.
This makes this enchant almost worthless. Yes, it's .20 % avoidance, but as parry rating is now, I would not take it unless you have the enchanter, the mats available and you're a Death Knight tank.
As for the 2 % threat,

is just as good for feral druids.
The only "real" benefit from this enchant, is that the mats cost less than probable would for .
One thing I do have in mind, is weather this enchant also provides more threat from spells as well. (Note the wording on Armsman enchant and Threat Enchant). I would assume it does, but then again, assumptions are the mother of all #$%^ups.

It's not all about the mitigation, which btw, many tanks don't need more of thanks to gear and socket choices. The idea behind this is the 2% increase in threat generation allows a higher roof for your dps.
Do a little bit of math with that and it comes out that this enchant raises the potential amount your dps can open up by quite a bit in the higher levels of play.
(with threat reducing talents and or enchants on correctly specced dps players, this enchant should allow them to open up with nearly 350 dps more without threatening to take aggro from the tank)
That is, of course, assuming your raid is specced, socketed, and enchanted correctly and can actually put out that much more dps in the first place.
Anyways, it's a nice enchant, not something to be sneered at.

I would say this is probably the best enchant for Tankadins. With 2% more threat they can pull multiple groups in 5man runs and threat wont be a major issue even when mages/locks AOE. If your healer is good, getting +18stm (180hp) is nowhere near as 2% more threat to keep mobs on you, and since it is % that means you can generate much more threat if you are well geared.

With enchant:

This is an example of healthy optimizing decision. Instead of making a one-size-fits-all enchant that trumped all others Blizzard has given players a choice.
People may say that this enchant is worthless, or not a better option than others. This is not true. This enchant trades off avoidance/stamina that other enchants could give you for a threat boost. Its a no-brainer that this enchant is suited towards the tanks of raid groups that have content on farm and go for speed clearing with low healer-high DPS raid compositions, and threat matters when your average DPS is putting out 6k DPS on 2-minute Patchwerk kills.
This enchant will decrease in value with the coming Ulduar patch, as people break out their avoidance and mitigation sets for new content. However at the time of this post, and once Ulduar becomes farm content, the number of tanks looking to put this enchant on their new Ulduar gloves will increase.

I was just about to say I want my threat high enuff so DPS can go all out right at start and when your doing over 10K threat 2% is a lot...but they can do that easy and i have no roof problem..and I just realized 2% of 10K is 200, 15K is 300....if your pushing 10-15K threat easily like me, 200-300 even 400 doesnt really matter... I think i may switch this chant to stamina or dodge lol. 100 threat extra per 5K threat isnt to apealing.. if it wasnt for the 10 parry making it a little closer to the agility chant id switch in a sec. Altho the agility chant adds crit which also adds threat..

2% should be buffed up to at least a 10% and even so with the current flow of rotation and threat u wont even need it. even as a DK

I've been considering replacing my 18 stamina enchant with this one myself since I'm finding keeping threat can be a real issue at times, especially with the tier 10 dps wearers.

I simply love this enchant on my DK tank. This with 3 points in Improved Icy touch and I'm a threat generating machine, and the added parry brings on more runestrikes :D
