This appears to be a quest to defeat Thorim with his hard mode.
It seems to be that if you can 'lure Thorim into the arena' this will make 'Sif' present in the fight...
Pure spectulation: Theres prolly a time limit or something more difficult because of this - like 'Sif' joining in? :)

It seems now that Sif despawns if you take too long to reach Thorim. Hard mode is where you fight both of them.

The question will be this, while timed, what kind of hard mode is this?

*Emperor Thaurissian Type - Kill Sif, then Thorim is free
*Vael...ish - DPS Thorim quickly and leave Sif up.

Could be either. Either could be "wrong."
*If the former, Blizz might have it set so Thorim enrages at us "killing his wife.".
*If the latter, might be impossible. However, the quest text implies this one.

EDIT:

There was no sign of Sif at all during the open testing. Chances are that as it's his own delusion (caused by Yogg'Saron), only he can see and hear Sif.

Basically, it's likely a case of kill Thorim shortly after starting the event in order to prevent YS from completely overwhelming him.

Hard modes aren't being tested yet. Heck, at least one of the raid bosses needed to have a regular ability hotfixed in for PTR.

This might just very well mean that Darkroot is right, this is a timed fight, and Sif being up or down will have no impact on the fight itself. "Sif" might just be an untargetable and vanish once Thorim goes insane.

Archivum Data Disc - Started from Archivum Data Disc - Dropped by killing Molgeim or Steelbreaker last in the Iron Council ecounter.
The Celestial Planetarium
Hodir's Sigil - Defeat Hodir on his hard mode
Thorim's Sigil - Defeat Thorim on his hard mode
Freya's Sigil - Defeat Freya on her hard mode
Mimiron's Sigil - Defeat Mimiron on his hard mode
Algalon - Recieve the Celestial Planetarium Key which allows the entire raid acces to Algalon once Yogg-Saron has been killed.
Kill Algalon to be able to get All is well that ends well.

Unlocking the Celestial Planetarium

Complete I Choose You, Steelbreaker or I Choose You, Runemaster Molgeim, enabling one Archivum Data Disc to drop (it is not party loot; similar to Key to the Focusing Iris).
Accept the quest from the disc and bring it to the Archivum Console, located beyond the Assembly of Iron.
After listening to the Archivum Console speak, accept the quest The Celestial Planetarium from Prospector Loren. Locate the Celestial Planetarium and return to Prospector Loren.
This enables four quests to obtain the watchers' sigils, which may be performed in any order:

Freya's Sigil - Complete Knock, Knock, Knock on Wood.
Hodir's Sigil - Complete I Could Say That This Cache Was Rare.
Mimiron's Sigil - Complete Firefighter.
Thorim's Sigil - Complete Lose Your Illusion.

Complete all four quests to enable the quest Algalon from Prospector Loren.
Simply speak to the Archivum Console to complete the quest, rewarding Celestial Planetarium Key.
