Somehow I was able to get this quest from the 'Flayed Demon Skin' on my Dwarf Paladin. Must be a bug. :)

This is a Horde only quest, Maurin is at Ghost Walker Post.

located in small outpost on raised area just north of Kodo Graveyard - called Ghost Walker Post. He is located in second area across the bridge from the part you enter originally.

got quest to turn into this npc after getting a skin drop. after looking up location and noticing that its in horde base with skull con guards, dropped skin and quest.(gg bliz, having this drop for alliance but not be able to turn in quest because of horde base and horde npc)if your alliance and you get skin drop, destroy it. it isnt worth the suicide runs to the npc, and npc is horde, cannot do the quest as alliance.
