"Honest" Max gives you Loaned Wind Rider Reins which is a free Wind Rider.
As stated in the description of the item, this is not a very fast mount (60% speed increase only, but who cares? It's FREE!).

Can he lend a mount to those who were too cheap/lazy/both to get the regular flyer training? I'm so cheap that I want to hit Exalted with the Ebon Blade before I buy my flyer, so as to save a whole 200g, and to get to the QM, you need to do a couple quests on the Icecrown Zeppelin.
Edit: This is for my Death Knight, of course.

Can we narrow this down a lil ? 77 DK (friends toon) with no flying skill got the loaner riens , is this a mater of not having a flyer , or no 280% skill , or Cold Weather Flying ? I'm afraid to get "too" skilled to acuire this lil treasure !

When I was level 76 I tried to get one of the gryphons he wouldn't give me one, but then I hit 77 and he gave me one of them. So, it's either upon hitting 77 or getting the K3 quests that he gives you the gryphon.

As of 2/6/09 (February 6, 2009) You cannot obtain this mount he gives out if you have Cold Weather Flying

this mount is great. it can also be used for completing the acheivment https://www.wowhead.com/wotlk/achievement=1428 mines damage the mount not you just run over 10 as fast as you can :) the vehicle takes no knock back either i landed on a mine so i could collect a herb..no knockback no failed attempt. was not letting me use it in other areas tho i will give it another shot in the basin

I am indeed one of those who cannot affort cold weather, let alone that 5k epic fly, so i was very interested in the loan mount.

As of patch 3.2, this guy is for the most part useless, you only save roughly 200g. Sorry guys, you still need to cough up that 1600g.

I just got the "loaned" flying mount. I didn't bought Expert Riding, Artisan Riding or Cold Weather Flying. so you actually dont need to train anything first to get this mount :D

i was a little confused on this area of the requirements for the "loaned" flying mount, so i just wanted to mention it :D

Like the above person has stated, you do NOT Expert Riding or Cold Weather Flying in order to get the Loan Mount. Just simply walk up to him, click on the "I am interested" and there you have it, a nice Loan Flying Mount for free.

As regular flying mounts flew in 60% speed before patch 3.3, this mount did too. Now, when Blizz increased the speed the speed of "normal" flying mounts to 150%, this mount now also flies in 150%. Confirmed January 14, 2010.

On my priest I have regular flying and mount (from 70) but not cold weather flying, and he did give me the loan mount, which does fly at 150%. So yes it's still there and yes it still works.

Im lvl 80 ive got epic flying plus cold weather flying but i went to max and he would not give me one of the gryphons ?

Note that the loaned reigns :
fly at whatever your maximum mount (flying or ground) speed is
and
on the ground move at your normal run speed.

If you are at least level 77 and do not yet have Cold Weather Flying, visit "Honest" Max at K3 in Storm Peaks at /way 40.6 84.6. He will give you Loaned Gryphon Reins (Alliance) or Loaned Wind Rider Reins (Horde). This is a normal-speed flying mount that only works within Storm Peaks, Sholazar Basin, and Icecrown. Once you learn Cold Weather Flying, you will no longer be able to use it. (From Wowhead)
