This guy paths way down at the bottom of the trench. Look for the purple glow along the bottom.

This mob's pathing is atrocious if you're a caster. Pretty much all the mobs in the Winterfin trench area like to evade bug unless you cast at melee range, but Scalder has the tendency to punt you out of melee range, evade bug and heal to full, then continue Water Bolting you unhindered. Will occasionally evade without warning while you're still in melee range.

Took me about ten minutes to bring him down before he was able to evade bug, be glad it's not a boss of any sort that does this with such frequency.
