You only need to be exalted in Stormwind City if you not are Human. This is mount are just able to get for Alliances.

This is the only NPC in WoW Classic that sells the "Black Stallion"

Therefore it's better to buy the mount before level 40 if you can (it costs 72g as Human if you're honored with Stormwind) to save the WALKING trip from the riding trainer in Eastvale Logging Camp (Katie Hunter) to Menethil Harbor to buy the mount after you ding level 40.
