Is 1.3 speed too fast for a wand? I.e., will you spend your day gleefully spamming your wand button... anyone use this?

isnt that what a wand is for... its not called spamming :P its a weapon and thats what it's used for to bolt the hell out of a mob! :P

Why should i spend my mana for mob? :) especialy vs casters?
i only cast my dots (warlock) and switch to wand...
its great - if it is a fast wand - the caster hits me 1 or 2 times max...

especialy with combo with my imp...it is great
i even use it in pvp when no mana - also again casters - with combination Curse of tongues + Imp... :)

This wand isnt even good i have a wand from a quest back in blackfathom Deeps that is way better than this peice of crap lol.

dont waste your time doing a group quest for this.

This wand is a bit of a hidden gem. The game doesn't tell you this directly, but if you check your "Damage" tag in the "Ranged" field, you will see that your spell damage (only from items) is added to your wand damage.
The great thing is, it's on a 1-to-1 basis.
So, one point spell damage = +1 wand damage per shot. That means that faster wands do more DPS for casters with bonus spell damage.
This also applies to spell schools, but sadly Druids can't use wands.

Case-in-point, I just switched 地精点火器 out for this, and I do more damage with the Flash Wand.
