I can't remember exactly where I read it but when you are doing the Pre-TBC instances you will recieve a blue item. This is probably the bag it drops from.

Reward bag for completing (= killing the boss required for its corresponding achievement) a random dungeon in the level range 46 to 55 using the Looking for Dungeon feature that was implemented in patch 3.3. The level range is determined by the instance you run, not the level your character is. It ranges from Zul'Farrak (possibly Uldaman too) to Blackrock Depths. The satchel for this level range contains either Boots or Bracers, all BoP randomly enchanted rare iLvl 55 items.

If you recieve an item with variable armor type, it is the highest armor type your class can wear at that level range.
The random enchant is determined by the armor type (you won't find defence rating on cloth for example) but may not neceserily be useful to your character.
The slots that can be filled with these rewards change over the level brackets to ensure they don't trivialize quest rewards or instance drops and include Cloak, Neck, Ring, Belt, Gloves, Boots, Shoulders and Waist.
The iLvls rewarded for instances in Outland are so low that an average quest green will surpass these items.

26 - 35: iLvl 35 Necklace or Gloves (Cloth|Leather|Mail)
36 - 45: iLvl 45 Ring or Shoulder (Cloth|Leather|Mail|Plate)
46 - 55: iLvl 55 Boots (Cloth|Leather|Mail|Plate) or Bracers (Cloth|Leather|Mail|Plate)
56 - 60: iLvl 60 Cloak or Waist (Cloth|Leather|Mail|Plate)
61 - 64: iLvl 64 Necklace or Gloves (Cloth|Leather|Mail|Plate)
65 - 70: iLvl 70 Ring or Shoulder (Cloth|Leather|Mail|Plate)

I have join a pug with the classic random now on two different nights. The first night we did BRD five times in a row and had to kill High Interrogator Gerstahn to get the Satchel. The second night I did this the group went right to High Interrogator Gerstahn but no satchel. Does anyone know how you can determine which boss is the goal for the quest?

please note that you need to have a space in your bag... i didn't and left without it :(

The Random Enchantment equips from the bag are NOT limited to old-world "random enchantments". I got an "Of the Bandit" leather boot from the bag. On my 47 rogue, too! =)

This is available before 46. I just ran a random dungeon at 44 and got the plate wrist piece. (Unless the levels are for the dungeon and not the character running it. Could be.)

What i've found most annoying so far is that doing the random dungeon on my mid-40s shaman, despite being dual specced elemental and resto, the satchel always gives me enhancement gear.

I've gotten of the bandit, of the monkey, of the bear but i've yet to get a caster one. I hope this isn't intended.

Its based off your character level, not instance level.

That doesn't explain how I can visit two different dungeons while my character is the same level, and get two different bags. Such as Maraudon orange and purple.
