Killed him twice and didn't get it both times.. just my luck, lol!
Make that 3 kills.. is this drop rate 89% accurate? He spawns kinda quick I'd say.. found him on the west side all around 44, 77 all 3 times.
4th kill, no drop.. uhm, is lvl 27 too high to get this drop? Lol
5th..6th...7th.. come on.

As of at least recently, it seems that they've fixed the issue of the feather dropping for Alliance characters.

An interesting thing to note. I looted this on my mage. Had a certain number of light feathers for slow fall and noticed that the number on this ability increased by one when his feather was in my inventory and went down by one when I turned in the quest and lost it. I didn't try to use slow fall while carrying it since I didnt want to consume it but thought it interesting that it could be used in this way.
