Green really is the new purple... thought that was just a myth.
Anyways, the above posters are clearly just kidding when talking about mats for this one.

The mats for crafting this is the same mats you use for Malachite Pendant namely 1 Malachite and 1 Delicate Copper Wire but with the addition of 1 Truesilver Bar. For the iLvl 264 one this is replaced with a normal Silver Bar,

Makes sense imho, not only does the icon clearly show the framing is made of silver but also this has higher iLvl so should cost more to make. Don't know where recipe drops yet but should be either:
1: Somewhere were you also find lots of Malachite
2: Where items around iLvl 277 are frequently found
One of these 2 should be correct

Giggling aside, ICC tank gear is heavy on hit and armor is -extremely- good due to the 20% avoidance nerf. I doubt many tanks will use this unless they literally cannot find anything better.
