This; of course, is the exalted ring of the Ashen Verdict that you can get by grinding rep in the ICC raids.
Currently, Wowhead lists that the proc chance as 100% (proc: https://www.wowhead.com/wotlk/spell=72413) realistically though, it's probably more like with the caster rings which have a 10% proc chance. I'm almost revered and will be doing some testing to find out what the internal CD is. If it has one, my guess would be 45 seconds - 1 minute like every other proc.
This is currently the BiS ring for any physical DPS class and may continue to be until heroic ICC or beyond.

For Ret paladins and DPS DKs wondering about the Ashen Vengeance rings ... yeah, they don't have Strength ... but the proc makes this ring pretty much the best ring you can wear right now once you have the rep to upgrade it.

Just because it doesn't have strength doesn't mean it's bad, agility gives a lot of crit for ret paladins, more so than other classes, many 'rogue items' are better than the strength alternatives.

Agility items often have a double dipping of crit which makes them very appealing, I have tested my DPS many times, some 'rogue items' simply beat the strength alternatives.

I'm also pretty sure the planned strength ring they will add will be slightly worse than this for ret paladins.

Actual Strength ring stats:

+99 Strength (222.7 AP for paladins, 237.6 AP for fury warriors)
+107 Stamina
Yellow Socket
Socket Bonus: +4 Strength
Equip: Improves critical strike rating by 59.
Equip: Improves hit rating by 59.
Equip: Chance on hit to increase your attack power by 480 for 10 sec.

The agility one is still better for Warriors and Paladins (suprise), notice the higher stamina on the strength one? That means less offensive stats.
If you choose the agility ring over the strength ring you lose 100~AP, but gain 1.41% crit for warriors, and 1.68% crit for paladins.

Edit: As of 4.0.1, plate classes can say goodbye to agility as it's virtually useless to us now, because the items no longer provide attack power.

ICD looks to be 45-60sec but the proc rate is low (~10%)

There hasn't been a screenshot yet, but I have confirmed the proc animation is identical to that of the Bloodlust Brooch. The character turns red and a skull-like face appears in front of the character briefly.

The proc is called Frostforged Champion.

Assuming that no one cares how a L1 char can obtain it so it will boost his/hers hit rating by 153.4% and crit by 109.57% i tryed to find correct values for L80.
Hit rating 1.799% at L80
Crit rating 1.285% at L80
Hope i'm not wrong.

For mail wearers, 59 hit isn't all that bad considering there is only about 120 hit total on t10 gear. Every little bit helps.

That is unless you want to be 'that shaman' with 368 hit...gemmed....

Does anyone know if this can proc from hunters ranged attacks? I got this ring as it is the only good ring for hunters that the Ashen verdict offer but I haven't seen it proc for me yet.

It is my understanding that most items that say "chance on hit" are usually ment for melee

Any help you can give would be great. Thanks!

There will be a Str based ring added in the next minor content patch, thankfully for Rets/DKs/Warrs. Until then however, this is still near BiS for Str-based dps.

Would a feral druid tank rather take this (obviously a dps ring) or the tanking ring due to a lack of agility on it? The defense and strength on it aren't very helpful, but it does have +46 stamina.
