Any news on whether the extra attack can proc poisons for rogues? If so, this has the potential to be very VERY good for mutilate.
While the standard melee hit from the proc would be affected by the 50% penalty, the poison proc would not.
Effectively, you would be getting an extra chance at a poison proc every 8 swings (this is probably an oversimplification).
There would need to be some research on what poison proc chance the extra swing uses, but whatever formula is used, I would imagine it would be good.
As instant poison makes up a very large portion of a mutilate rogue's damage, if this is truly as good as an "extra chance to proc poison every 8 swings", then you are looking at a 1/8th's increase in instant poison damage, which needless to say, is huge.
Edit: I just noticed the tooltip says, "your melee attacks have a CHANCE to". This changes the math slightly, but as long as the chance is constant per swing, this should still be quite good.
Edit 2: To the response that says the proc rate on this is normalized to PPM: don't be too sure. For this particular item, PPM does not make sense. If it were PPM, then a slow attacker would be proc'ing this just as much as a fast attacker. In this case, the slower attacker would be getting the actual extra attack just as often as well. However, the slower attacker's extra attack would be for much greater damage.
In short, this item already accounts for weapon speed by making the extra attack scale with your weapon damage. There is no reason for it to be normalized via PPM. If it is the case that this is PPM, then it is heavily bias towards slower weapons. I doubt this.

Would this not be superior for a cat seeing as it's a chance per hit rather than ppm and cats have the fastest attack speed in the game not to mention wielding a 2 hander that would have a damage range of 800~1,300? (about 1.5 times that of a rogue's MH and 2.5 times their OH)

It may be Good for Mutilate but vs it being in a Rets hands, it's Laughable.. This is by far and a way period the BIS trinket for a Ret vs a Rogue. Ej's Shows a Rogue dps increase of roughtly in the 424dps range and in a Rets in the 1000+ dps range.

BiS for retri. Why? Because extra attack procs Seal and also because retri stacks haste, unlike most of other dual wielders, which helps this proc more. And while the mele hit is penalized with 50%, Seal dmg isn’t. At this moment Rightues Vengance dot, SoV, Art of War proc the mote. Having two pieces of t10, which increase the ratio of mele strikes in the dmg list since divine storm is mele strike, lots of passive haste and big top weapon dmg for big extra hits increases retri dmg for over 1k, on trash even more. That’s way over any other class/spec increase.

Does anybody have any idea if this trinket would work or how it would work for a feral druid? I've read some stuff saying that it could be great for a druid, or wouldn't work. The reason I'm wondering is because a cat's attacks don't scale off weapon speed, and is a flat 1.00 second speed without any haste. Because of that, and when it does proc, would it hit for 50% of a druid's normal melee attack, or one worth 50% of their weapon damage?

Last night I ran ~2 hours worth of testing on target dummies with this trinket. I also brought along a rogue from the guild and let him use it prior to the trinket becoming bound to me.
As others have said, TAJ requires you to be standing right on top of the target of the proc (less than 2 yds). While running tests, I found that many of our abilities can proc a mote. Judgement, DS, CS, auto, and seal damage can all grant a mote.
For AoE testing, I switched from single targeting the boss dummy to attacking the lvl 60 dummies with DS/SoComm. I found that a single DS with SoComm active can provide many motes in one single attack. With a 4stack of motes and hitting DS, I watched as my stack dropped after hitting 8 motes, then rebuilt back up to 2. Many times I saw single DS/SoComm attacks provide anywhere from 3-6 motes while standing in the middle of the 4 lvl 60 dummies.
The proc: It seems that the proc is directed at the target that granted you the 8th mote. While attacking those lowbie aoe dummies, I found that I was not getting the proc once I hit an 8 stack. The stack would reset and no damage proc went off regardless of how close I was standing to my primary target. In this case with 4 targets, you only proc the damage every ~3 stacks because it will likely gain the 8th mote from one of your splash damage targets.
I made one other observation that I found to be pretty cool. When auto-attacking the boss level dummy with Seal of Corruption active, I watched as the TAJ procs actually added Seal of Corruption damage. I could have expected this after hearing that the TAJ proc can also proc poisons for rogues.
The proc damage obviously varies based on your gear. For my tests, the proc damage was 1300-1700 non-crit and 2500-3700 crit. I ran numerous tests and didn't take any screens of them. Because so many abilities can proc a mote, my recount log showed the number of anger procs was very high in comparison to my melee attacks. Going all out with all damage attacks for a total of 200 melee attacks, I gained 119 damage procs from this trinket. So many different attacks contribute to this proc that it is dealing damage on basically every other auto-attack.
In single target testing, the proc comprised of 3.4% of my total damage. For my mutilate rogue guildmate, the proc was 1.3% of his damage. This doesn't factor in the bonus seal damage delivered from the proc or the poison procs for the rogue. His proc damage was 300-400 non-crit and 700-800 crit.
For clarification when i referenced the proc, I was referring to the damage dealing aspect of this trinket. For this post proc=/=gaining a mote.

The nerf makes it only slightly superior to Whispering Fanged Skull for Assassination Rogues.

If you are gemming anything BUT 20 str gems of 10 crit/10 str gems, you need to find another class/spec to play. kkthnxbai. but yeah, i'm still not convinced this trinket is better than Death's Choice/Whispering Fanged Skull combo... need to look at some more posts/math for it.

Clearly best-in-slot trinket for retribution paladins. This is about 3.5% to 4% of your overall damage. Procs off seals, so you get tons of motes.

If it's only accounting for 3 to 4% of your dps, it's a very poor trinket. Something like the whispering fanged skull probably gives me around a 5 or 6% boost at the most as a warrior, and it's better itemized. Although the hit rating on this could be useful, it actually has a lot less hit rating on it than it should have (when comparing it to stats on other trinkets of around the same level).

this is INCREDIBLY pointless for combat rogues...the guy that said this is NOT for mutilate, definitely needs to delete his rogue and do a favour to other rogues (no offence).
This is a BiS for mutilate rogues (non heroic) the hit is not only useful because mutilate rogues lack quite a bit of hit,
and because mutilate does alot more poison damage due to haste, it will help alot for energy/poison proccs, most wont be getting it for the 50% weapon damage, but for the other bonuses it gives, combat rogues would be better off with
Deathbringer's Will and whispering fanged skull / Death's verdict heroic.

Ok let's put some words here, since the last night I got my Tiny abo in a jar, which is first drop since Putricide exists, my guild is farming ICC25 and several HM, and yet we had no drops of it since the last night. I am proud to say I am first ret with it, but now let's cut to the chase.

Example, in aoe parts, from divine storm you can get 4-6 motes, single target using one ability can grant u up to 3 motes which is really, REALLY sick.
Retribution paladin prio, since they benefit from it 200% unlike other classes just because of seal proc damage which is hitting for 100% of it's value.

This trinket has a 50% chance to proc from:
Melee hits
yellow attacks
Seal of vengeance dmg
Refreshing Righteous Vengeance (dot)
Holy Vengeance (dot) not sure.
it does however not proc from Command itself.
The result is a 50% weapon dmg (physical) that will proc your seal at full dmg.
Selfbuff over a 15min fight on a dummy, the physical dmg of the trinket gave me around 4% total dmg, and another 4 to 5% from the seals procs, totalling around 8 to 9% of my total dps.
This trinket will benefit from every raid buff, the more haste, the more white attacks can proc, the more AP the more the 50% weapon dmg will hit and so will the seal at the same time.
Good luck to those out there waiting for this trinket.

So I need to ask as an Enh Shaman in mostly 251s would this trinket be viable for proccing Maelstrom and all that? I've heard from a friend who raids in a top end guild that their Enh Shaman uses it and is also topping meters. Any answers to that?

As of patch 3.3.3 for an Enh Shaman this trinket is incredible, even better then what Enh Sim shows. In fact, in all runs I did with it, Manifest Anger on main and off hand accounted alone for 2-2.3% of my overall DPS. The simulator, after more then 100K hours of different sessions estimated the damage for Manifest Anger at around 1.4% for my current gear (mainly lvl 264/277 items), and still the simulator estimated it as a better trinket vs. heroic WFS for me. Maybe there is something wrong in Enh Sim code on what can proc Manifest anger. Of course, also Rawr at the present time understimates it, since there is nothing defined for the proc effect.
With 2 lvl 277 weapons this beauty is amazing. I hope to put my hands soon on the HC version.
Ah, and I don't know if anybody already mentioned it, but motes of anger are NOT consumed while you are not in combat.

I've been testing this trinket out for about an hour and it seems they fixed the range problem. I can be completely out of melee range using Divine Storm without a target and Manifest Anger will still hit.
Using Seal of Command with Divine Storm procs the Seal on whichever mob Manifest Anger procs.
As a retribution paladin behind a level 83 training dummy with no buffs, Cryptmaker at 3.07 weapon speed and 4-piece T10 with Seal of Vengeance, this averages about 7.5% of my overall dps (including seal damage).
