I got these last night from Lord Marrowgar on 25 man normal. Although it gives hit rating, i think the T10 set piece is better. Expertise is an important stat for tanks and hit can be obtained for other items, including set pieces. For now, I'm using these with the chest bought with emblems but I'll switch to the set piece as soon as possible.

yeah, I just got them on my warrior to replace the 245 t9 legs, agree with the other poster the hit really makes them good, and gemming it with some shiny sockets gets you a sick amount of stamina from only one itempiece!

I have seen these drop many times since i have been in ICC (4times?) and passed every pair, even to offspec greeders. For me as a prot pally i cant justify replacing my leguards of feverish dedication (heroic) with these. Yes its nice to be hit capped but id much prefer to be soft expertise capped rather than hit capped (for various reasons, not going to argue with people about which is better here, and i guess a little personal choice is involved too). I would much prefer the tier10 legs when i get badges and a mark to upgrade. Not only do the legs give me ALL the expertise i need to be soft capped as a human prot pally with my mace/sword racial but also grants me the 4pc tier bonus. In addition this makes me able to buy the frost emblem gloves with bonus armor.

I believe there are only 3 items of 264 quality currently available (there is some expertise on pieces of 10man ICC) that have expertise
-Tier10 legs (provides all the expertise i need)
-Pair of boots from Dreamwalker (puts me at ~5.5% expertise)
-Frost Emblem Chest (more than enough expertise)

Although there are many items with hit such as cloak, rings, maces, chests, gloves (probly more).

So for a general tanking set i can see only the Tier10 legs viable for soft capping expertise unless you hold onto ToGC gear with expertise, break the 4set Tier10 bonus, or gem for it...

I may be overlooking something and if so call me on it, but as far as spending dkp on these legs - no chance! Expertise is almost as rare now as hit was in 3.2. so where you going to get it?

EDIT: there are also crafted boots, necklace and helm, all 264ilvl with hit if you want it.

I'd like to add that these pants have an updated model for pants. It looks like they have sideskirts =P

I can understand loving the T10 pants if you've got hit to spare but not expertise, however I've found myself up at 41 expertise with SoCorr up (Cataclysmic Chest + glyph = 20) and occasionally gemming to stay hit capped. Tanks in 10 man guilds aren't going to be seeing hit heavy items like these and Ram's Skull, and so may find their needs reversed.

For me, I'll gladly take these for the huge stam and hit; they're a nice and much cheaper alternative to pillars of might.

As they are a great alternative for the insanely expensive "Pillars of might" there may be just a reason to take both with ya to icc. While this set of legarmor is great for your hit rating is lacks the stuff you realy need in icc which is parry and expertise. The dodge isn't that great because of the huge debuff given by being inside icc...

I recommend gemming this with the right colors as you wil gain +12 stam for socket bonus and wil only miss out on 18 stam which is not too much concidering you trade that amount for expertise and agi.

Therefore I always carry both. I use these leggs in all raids but icc and use the pillars in icc. Same goes for the trinkets I carry as a pally tank. I always take Glyph of Indomitability, The black heart and Purified Onyxia Blood Talisman with me for different fights.

What i want to say is that you should not dismiss an item because it's a lower ilvl and while these are great legs, and are a must have if you dont have pillars of might yet, they are not right for every job. Choose your gear well in raids and wear battle apropriate gear.
