Got quest on fishing skill lvl below 5 (could have been 1 or 2)
I fished this up while fishing level was at 178+20 (rod no hooks/baits) in dal sewers

I had no luck fishing for this in the shallow areas of the sewers (close to 100 casts) with maxed skill. Make sure you fish in the deep part.

I went under the Inn master and bank person and casted once with 366 and got it. Go there if u want to fish it fast. It worked for me.

74 casts for me at level 260 fishing, not so bad considering theres no travel time.

I started this at level 1 fishing with zero catches.

184 levels and 314 catches later I caught this item.

I was fishing for coins in the dalaran fountain, while having the quests for this in my log, however, i got the jewel from the fountain, so you dont have to be in the sewers to do the quest, tho i suppose the droprate is smaller in the fountain :)

Fished it up in the shallow area, however it took me 24 minutes from there and I've never gone more than five in the deeper areas. Unlucky RNG I guess.

This item can also be caught in the fountain upstairs, however it may take more time. (Discovered this while fishing for coins...after many catches, the item came into my inventory - this is also with having 349 fishing skill with the Mastercraft Kalu'ak Fishing Pole equipped, so the 'many catches' term may just be due to my low level.)

I don't know if its just me but you have to have an extra fishing skill for this quest... I had a normal fishing rod and I had 225 skill in fishing. I fished 26 times with no enchantments on the rod for fishing and got no luck. I decided to enchant the rod and used an Aquadynamic Fish Attractor which I bought from fishing supplier at sewers. I cast it one time with the enchantment on and I got the loot... Maybe a superstition but I don't care...

My Fishing skill was 330, i was standing in the underbelly at (33,45) and got it in 2 shots :P

Got it on my first cast at the PVP vendor 4 days ago. Now I have spent about 40 min and still going...

Edit: I just realized I was in a raid group and being in a raid group won't give you the quest item.
After leaving the raid group I got it after 2 casts.

29th catch underneath the innkeeper south in Dalaran's sewers, as i hit level 75 fishing.
