Can an exalted person buy this and enchant someone else's shoulders who isn't exalted? Kind of like the True Silver fishing line or doing a regular enchantment for someone using the Will not be Traded section in a trade window?

Compared to the Lesser Inscription of the Storm you gain 6 SP and 5 crit.
Myself and many others I know have abandoned the quest to grind the whole revered / exalted reputations because this "upgrade" is pretty much laughable compared to the effort invested.
I won't say no, for 15 casters to each have this buff while clearing Ulduar for the first time, it might make a difference. However, that same time can be invested in farming an absurd amount of gold and buying a BoE epic that drops in 25-man Ulduar and get a much bigger overall upgrade.

that being said the rep grind is worth it for most people because you get the great speel power enchants and you also get the chance to get mounts and other profession patterns, not mention the fact that you get gold for completeing the dailys wich take very little time each day. yes it does take a while to get and can be frustrating with no tabbard but there are also other good shuolder enchants for some of using duel spec and you will have that little bit of extra spell and crit for the next time that boss is almost dead and the enrage timer goes off killing people left and right and you save the whole gruop because of a great DPS or HEAL crit!

What about https://www.wowhead.com/wotlk/item=44159 (Arcanum of Burning Mysteries)?
It only requires revered with Kirin tor and is way easier than getting exalted with Sons of Hodir.

As of today, bought it and it is BoA. Put it onto to Tattered Dreadmist Mantle and was able to still send it to other characters on my account. The enchant says it requires Level 80 if you use it on a toon that is not 80.

Note the date on his post. The BoP profession bonuses were buffed in 3.2. This was essentially done because Blacksmiths are given extra gem slots. With the introduction of better gems, those slots became more beneficial. Therefore, all BoP profession bonuses were buffed accordingly. However, you are correct that Scribes' bonus is now 46SP better than the enchant provided by SoH.

Blizz has gone to making shoulder enchants available to all of your characters (with appropriate level requirements to prevent OP twinks)...so you only have to do the rep (or honor/stone) grind on one toon.

This applies to Sons of Hodir (req lvl 80), Wintergrasp (req lvl 80), Honor (req lvl 70), Violet Eye (req lvl 70), Aldor (req lvl 64), Scryer (req lvl 64), Argent Dawn (req lvl 55), and Zandalar Tribe (req lvl 55), enchants.

The enchants can be placed on gear worn by low levels (e.g. BoA gear), but the enchant will be red until the character reaches the required level. For the non BoA enchants (PreBC and BC), you have to have the gear in your inventory to enchant it. It can not be applied through the trade window (so enchanting your lowbie's quest reward gear is out).
