This is very valuable due to it's use in crafting epic trinkets via the Northrend version of the Darkmoon Cards, and it's primary reagents being low on drop rates from milling.
Icy Pigment is the reagent used to produce it, which is most commonly found from milling:

Lichbloom 49% chance.
Adder's Tongue 50% chance.
Icethorn 50% chance.

If you are an herbalist and want to make money on the AH, these three herbs in stacks hold a great value for their Icy Pigment drop rates during the milling process, and you should keep an eye out for them.

This Ink is valuable because it is the primary reagent for producing:
Darkmoon Card of the North

which randomly will produce one of the set of Darkmoon cards for:
Darkmoon Nobles Deck

which turns into:
Darkmoon Card: Greatness
in the stat flavor of your choice.

which is currently the best rogue/dps trinket in the game. Therefore Hunters, Warriors, Rogues, Paladins, Warlocks, Mages, Priests, Druids, Death Knights, and Shamans all might want this Ink in large quantity to complete their Nobles set. If you find this cheap, buy it and hold out on it, it's a moneymaker.

Currently, on the PTR for patch 3.0.8 you can trade 10 Ink of the Sea for 1 Snowfall Ink.

EDIT (taken from PTR patch notes): Jessica Sellers, a new vendor in the Dalaran inscription shop, will sell most inscription inks for the cost of one Ink of the Sea. She also sells Snowfall Ink for multiple Inks of the Sea.

With the option to trade Ink of the Sea for Snowfall Ink, there's an easy method for determining which herbs to buy to get your Snowfall Ink the cheapest way. Let's divide them into good and bad herbs.

Good herbs: Adder's Tongue, Icethorn, Lichbloom
Bad herbs: Goldclover, Deadnettle, Tiger Lily, Talandra's Rose

A stack of good herbs will give, on average, 6 Ink of the Sea and 1 Snowfall Ink. Seeing as 10 Ink of the Sea = 1 Snowfall Ink, this can be rewritten as 1.6 Snowfall Ink.

A stack of bad herbs gives, again on average, 5 Ink of the Sea and 0.5 Snowfall Ink. Using the same logic this can be rewritten simply as 1 Snowfall Ink.

Therefore, if the cheapest stack of good herbs is more than 1.6 times as expensive as the cheapest stack of bad herbs, buy bad herbs instead.

Mega late edit: Since this is getting attention again, I'll just clarify that this means if bad herbs cost 20g, you don't want to pay more than 32g for good herbs.

Elaborate maths below
When you mill 5 good herbs you get 2-4 Azure Pigment and there's a 50% chance to get an Icy Pigment. Therefore, if you mill a whole stack, you'll get 8-16 Azure Pigment, which averages to 12, which you can turn into 6 Ink of the Sea. You also have four 50% chances to get an Icy Pigment, which on average means 2 Icy Pigments, which then becomes 1 Snowfall Ink.

When you mill 5 bad herbs you get 2-3 Azure Pigment and there's a 25% chance to get an Icy Pigment. Therefore, if you mill a whole stack, you'll get 8-12 Azure Pigment, which averages to 10, which you can turn into 5 Ink of the Sea. You also have four 25% chances to get an Icy Pigment, which on average means 1 Icy Pigment, which is half a Snowfall Ink.

Note: I haven't taken into account the small chance that you get more than 1 Icy Pigment from a single milling. But apart from that this should be a very accurate method to get the most ink out of your gold.
