So on a sustained fight this will be 22 spirit if you hit moon fire every time the internal CD is up.

At best you can use it before Innervate yourself but 40% procrate if you're unlucky on the proc I'll not bet the +131spi will cover the mana wasted in Moonfire(s).

With the doubling of spirit contribution to iMoonkin +dmg, this is a neat little item. It's effects could easily be maximized by replacing the relevant moonfire glyphs. It would still be a hit to efficiency to throw more moonfires around, no doubt - but it would be among the few dps options for moonkin that never grabbed Idol of the Raven Goddess.

As far as the "meh" factor, I'd say this falls in line with Blizzard expressing regret that a few mid-level rare quality items and quest rewards from BC allowed players to reserve that particular slot for their very last epic upgrade. Not that moonkins have enjoyed that luxury by any means, but it seems about right.
