Very similar to Forgotten Shadow Hood, but in my opinion has a better socket (yellow vs. blue) and socket bonus for dps casters. The Forgotten Shadow Hood has more spirit but less int, so if your class benefits from spirit more (warlocks, etc.) keep that in mind.

Socketing this with a Beaming Earthsiege Diamond and a critical strike gem, this is very good for a Discipline Priest as well! Im gonna pick this up on mine at least. Been using Static Cowl for a long long time, but this just seems better overall.

It is preety good for frostfire mages as well. A "large" amount of spell power and a yellow socket for crit. As meta gem you could use something like beaming earthsiege diamond, it gives you some nice crit and is preety cheap.

You get this item by defeating Ley-Guardian Eregos in The oculus heroic. It has a 15% drop chance, and if you dc it there is a 100% chance to get a dream shard.
