The Tome are droped by every Crushridge orges.
Just kill every orgre you see and sometime it wil drop a tombe.
I was unlucky, I had to kill up to 50 before I got just 5 of them.
And a Friend of mine just about 21.

Drop rate seems much higher than 3%, i got first 3 tomes on first 4 kills

If these only drop when you have the quest, then yes, the drop rate is a lot higher than 3% because Allakhazam doesn't discriminate between normal and quest only drops for the drop rate (that would not be easy either.)

I'm a lvl 30 mage and I finished the quest. Only got killed twice.
