Simple way of getting it, kill a Drunken Footpad found around 56,65 pick up the Southshore Stout and talk to Henchman Valik at 57,70 and he will give you the Syndicate Missive in exchange for the Stout.

I prefer killing the Syndicate members myself. Gets you some kill xp, and the missive drop rate isn't as bad as the drop rate % says. Recently got it on my first kill on a Footpad.

I had picked up the quest to get the stout, then the missive dropped, I picked it up, along with the stout, tired to turn in the stout quest but 'failed', destroyed the missive then completed the stout quest to get the missive back. Quick and easy quest.

Note that you have to complete The Rescue from Krusk in Tarren Mill. After that you'll get Infiltration from him, which lets you get the letter.

Keep in mind that this serves no purpose after completing "Infiltration", so if you do that first and THEN get one from Valik, you can safely delete it. Just a tip for those that may just be doing quests as fast as possible for Loremaster.

At the syndicate tent camp (group of tents on the ridge just north of Tarren Mill and just west of the battleground entrance) is where this is obtained. You may either kill syndicate until it drops, or take the quest from Henchman Valik who is standing by the trees west of the tents.
I recieved it on about the 5th kill, off a Syndicate Footpad. I also did the quest to compare which is more efficient. The quest is definetly faster and an easy 270xp. Just get the quest, pull and kill the Drunken Footpad just ESE of Valik and return the stout to Valik. Fast and easy you got your Missive.

I solo'd this quest as a 29 hunter TOO! easy got it from the second kill^-^ very happy with this.

i went up to altrec and killed the lvl 33's at 48,84

very easy quest

The Syndicate Missive does not give a quest, it is a quest item.

Return it to Krusk in Tarren Mill.

This then starts a new quest, Gol'dir.

Just kill the first footpad you see when u go west from tarren mill up on the area called Corrahn's Dagger. I just killed the first one I saw and the missive dropped. Mind you I did clean out Strahnbrad for s****'n'giggles.

Took me 6 kills around 48, 80 in Alterac Mountains until this dropped, so the drop rate can`t be that bad after all. :)

This thing is freaking confusing - there a two options to obtain the &*!@ing missive letter but then there is no quest in sight to use it for or turn it in? What the hell do I do with this stupid letter in my inventory, just destroy it?

Confirmed in classic:

Randomly killing syndicate NPCs for Syndicate Missive drops.

Alternatively you can go to quest giver Valik for Quest: Valik located at 57, 69.4 (Alterac Mountains, not Hilsbrad Foothills)

Valik will ask for Southshore Stout which can be bought at the innkeepers in Tarren Mill and Southshore.
After giving him the stout, the quest will end, you will get a Syndicate Missive, he will aggro and become kill-able.
You cannot complete this quest if you already have a missive in inventory

Once you've finished 秘密潜入 it can safely be destroyed.
