Compared to the Jewelcrafting necklace, this item is one of the most worth it trades for hit per damage, even for a class that relatively does not need hit such as a shadow priest. I can only see an elemental shaman wanting the JC neck over this.

Edit: removed language indicating that an elemental shaman may want this necklace over the JC neck because that's very untrue.
